This research examines why televised political debates based on oral statements can not facilitate the desirable values (and objectives) of political debate, what real problems the formal, opportunitycentered fairness concept generate and how these problems are related to broadcasting service's journalistic roles.
Television represents events based on images and tends to annex oral language attached to image; this type of language relies on very simple logics and familiar concepts so is not appropriate to explain complex reality.
Televised debate requires confrontation, the equitable and appropriate allocation of time, competitive debaters, given norms and essential information to help audience make decisions. However, current televised debates can not fulfil these necessary requirements and further make political candidates in Korea face enormous problems since many debate forms have imitated American debate models. As a result, televised debate can not serve as a forum of real
discussions regarding important issues and agendas; rather, it functions as an opportunity of each candidate's reading his or her notes and attacking opponents' personal weakness or wrongdoing. Current election laws and regulations tend to make a tool of broadcasting. It is important to adopt a new debate system, which allows public and private broadcasting stations alike to decide forms and contents of political debate autonomously within a given guideline. In conclusion, it is a necessity to initiate a reflexive approach to develop the forms and communication methods of political debate, which are more suitable for Korean contexts.

본 논문은 구술로 이루어지는 TV 토론방식이 왜 토론이 지향해야 할 가치를 실현시켜주지 못하며, 한국의 선거법에서 밝히고 있는 형식적･기회적 균등이 TV토론 과정에서 어떤 실질적인 문제점을 노출시키고 있으며, 이러한 문제점들이 방송의 저널리즘 역할 수행과 어떤 관계를 맺고 있는지를 살펴보았다.
TV 매체는 사건을 이미지로 연출하고 이미지에 수반되는 구술언어를 부속시켜 버린다. 그리고 그 언어는 매우 단순한 논리와 익숙한 개념에 의존하고 있어서 복잡한 현실을 설명하기에 부적합하다.
또 TV 토론은 대결, 동등하고 적절한 시간 분배, 상호 경쟁적인 논쟁자, 주어진 명제, 청중의 의사결정에 도움이 되는 정보가 필수적이다. 그러나 현재와 같은 TV 토론방식은 이러한 조건들을 대부분은 충족시키지 못하고 있을 뿐만 아니라 미국 방식을 모방한 TV토론회는 한국의 입후보자들이 수행하기에는 많은 문제점을 노출시키고 있다. 결국 TV 토론은 이슈나 쟁점에 대한 실제적 논의의 장이 아니라
자신의 원고를 읽어 내려가기 바쁜 시간이 되었고 상대방에 대한 반박시간은 주로 상대방의 인간적 약점이나 비리를 공격하는 시간으로 활용하게 되었다. 현재의 선거법과 제도는 방송의 도구화를 촉진하고 있다. 공･민영 방송사 모두에게 기본적인 조건만 제시해준 후 그 조건을 벗어나지 않는 범위에서 자율적으로 토론회의 형식과 내용을 정하도록 하는 방안이 모색되어야 할 것이다. 아울러 한국적 상황에 적합한 토론회 형식 및 커뮤니케이션 방식에 대하여 성찰적 접근이 필요한 시점이다.
