The purpose of this study is to analyze virtue education in moral education textbooks at the elementary level in Korea to help understand and improve moral education. From the perspective of virtue education, educational objectives for moral education presented by the moral education curricula from the third curriculum to the seventh curriculum revision were analyzed as compared with main values and moral principles actually presented in textbooks. To do this, values were classified into 13 categories to examine their changes and importance by curricular transition.
Problems found in analysis of curricula and textbooks. They were characterized by gradual revision of the contents of textbooks to reflect the phases of the times, repetitive presentations of the same illustration in textbook composition, and mix of direct and indirect delivery methods to present the contents and had problems of anti-Communist education or national policies written from adults' point of view, the concepts of values and moral principles presented in a confusing way with educational ineffectiveness, presence of values and moral principles with insufficient
social agreement, and selection of contents without consideration of hierarchy of moral principles.
It is necessary to make more intentional efforts to provide moving classes rather
than those based on interest and discussions by selecting old methods full of
readings in developing a textbook; efforts should also be exerted to continue wider
and deeper researches on basic moral principles to teach students in order to
compose contents at a proper level for their developmental stages.
It is efficient to apply items related to moral principles, with similar principles
combined, and it is significantly helpful for both students and teachers to make a
good textbook in consideration of lines and hierarchy of values and moral principles
composing contents of moral education textbooks in order to provide one hour of
fruitful class per week; therefore, more efforts and investments should be made to
develop curricular contents and textbooks.

본 연구는 우리나라 초등학교 도덕 교과서의 덕교육 내용을 분석함으로써 도덕과 교육의 이해와 개선에 도움이 되는데 목적이 있다. 덕 교육론적 관점에서 제3차 교육과정기부터 제7차 교육과정기까지의 주요 가치․덕목들을 담아 온 도덕 교과서를 교육과정과의 관련 속에서 분석할 때 기존 교육과정에서 제시한 가치․덕목들을 13개로 범주화시켜 그 변화 양상과 비중들을 살펴보았다. 분석 결과 강조되어 온 주요 가치․덕목들은 변함이 거의 없었으며, 시대성을 반영하여 교과서 내용이 조금씩 수정되어 사용된 점과 교과서 구성 내용에서 같은 예화들이 여러 차례 반복적으로 제시된 점, 그리고 내용 제시 방법으로 간접전달과 직접전달의 방법들이 혼용되어 사용된 점 등이 있었으며, 문제점들로는 반공교육이나 국가정책들이 어른들의 시각에서 쓰여진 점과 가치․덕목의 개념이 혼란스럽게 제시되어 교육적으로
효과적이지 못한 부분, 사회적인 합의가 미흡한 가치․덕목들이 있는 점, 덕목의 층위를 고려하지 않고 내용을 선정한 점 등이 있었다.
덕목과 관련하여 도덕 교과서의 내용을 이루는 가치․덕목들의 계열성과 층위를 고려하여 좋은 교과서를 만드는 것이 교육을 받는 학생들과 교육을 담당하는 교사들에게 큰 도움을 줄 것이라는 점을 생각하면, 앞으로도 교육과정의 내용과 교과서 개발에 좀 더 많은 노력과 투자가 이루어져야 할 것이다.
