The increase of the elder people and the extension of the later life are urgent and practical problems in Japan. We suggest the family strategy by later life family in Hokkaido as the model of the relationship of family and local community. The later life families in Hokkaido, have coped with this necessity with the strategy of the safety net through the neighborhood network. The revitalization of neighborhood network by the welfare and caring for the elderly has reinforced the system of reciprocal responsibility and resident membership based local community. The significance of the neighborhood network that the later life family has played a leading role in and adapted to the change of the social environment and family relationship is as follows: First, to realize the elderly's intention of residing continuously in the local community, the voluntary cooperation care system has supported the care services and protection. Secondly, their self-dependent effort to protect of care can be observed in respect of supplying the care services for the elderly: the elderly can give and take the case based proper services on share, and can keep their dignity. Thirdly, they have searched for establishing local care system and the medical service, and the volunteers work in cooperation to support the neighborhood network for the life of the elderly. In conclusion, the realization of the various networking of the elderly is the first step for the future-oriented aging society. I think the neighborhood network of the later life family in Hokkaido is a distinguished model of family strategy that has made the base of reciprocal responsibility in the local community.
