This study tries to figure out the factors influencing specialization of police investigator and investigators' recognition about reality of investigation specialization conditions. For this purpose, a survey was conducted to 570 investigators in the Seoul Metropolitan Police. Factors influencing specialty of investigator are reviewed by categories of exogenous environment of investigation, operation system of investigation, etc. The results of this study indicate that, first, most of police investigators feel that the independent right of investigation is not guaranteed, while human right of the suspected is throughout the investigation. Second, about the half of respondents are not happy with the Investigation Police Track System, which was adopted recently to upgrade the quality of investigation, and they think the period of investigation education is not long enough to reach the specialized level. Third, while the work load of investigators is quite heavy, they think, promotion opportunity is rather limited compared to other policemen. Fourth, job satisfaction level of investigators is quite high in spite of budget and equipment shortage. To upgrade the specialization level of police investigators, specialized knowledge and techniques of investigation should be trained through the investigation education along with the recruit of talented investigator candidates. Also makeup and stabilization of the Investigation Police Track System is necessary to specialize the investigation policemen.

이 연구는 수사경찰의 전문성 확보를 위하여 전문성에 영향을 미칠 수 있는 요인들을 살펴 보고 이러한 요인들의 실태에 대한 서울시 수사경찰관 570명의 인식을 실증적으로 검증해 보았다. 수사전문성에 영향을 미칠 수 있는 요인으로 외생적 수사환경과, 수사경과제를 중심으로 한 인사제도, 수사비 등의 재정제도, 조직체계, 수사기법 등을 살펴보았다. 분석결과 첫째, 수사경찰의 대부분이 피의자의 인권보호는 거의 보장되고 있다고 인식하고 있는 반면, 수사과정상의 독립성을 보장받지 못하고 있다고 느끼고 있었다. 둘째, 수사전문성 제고를 위해 도입된 수사경과제에 대해 과반에 가까운 수사경찰들이 불만을 표출해 성공적인 정착을 위해서는 제도개선이 필요함을 보였고, 수사교육기간도 전문적 수준에 이르기에는 짧다는 인식을 보여주고 있다. 셋째, 수사경찰의 업무량은 타부서에 비해 절대적으로 많다고 인식하는 반면 승진기회나 여건은 오히려 불리하다고 느끼고 있었다. 넷째, 수사과정에서 수사비와 차량 및 통신장비의 부족 등 수사여건이 매우 열악하고 다른 부서 근무자들에 비해서 힘든 근무를 하고 있는데도 불구하고 비교적 직무만족도는 높게 나타났다. 이러한 수사경찰의 직무전문성 향상을 위해서는 무엇보다도 우선 유능한 수사요원의 확보와 함께 교육훈련을 통한 전문적 지식과 기술의 습득이 이루어져야 하고, 근무여건의 개선과 함께 조직구조면에서는 범죄의 광역화ㆍ지능화 추세에 대처하고 죄종에 따른 수사부서의 전문화가 이루어져야 할 것이다.
