The purpose of this paper is to suggest a systematic and sustainable management process for the production of moral education textbooks of high quality. To improve moral textbook quality, it is important to establish a system for textbook quality management, and then, for each actor in the system to play his role related with textbook improvement and actively participates in the every phase of an effective textbook quality management system. This paper consists of three parts. firstly, defines terms such as a quality, a quality management, the quality of textbook, and a textbook quality management. It is based on Dr. Demimg's Total Quality Management. Secondly, describes the actual conditions of quality management of moral education textbook in Korea and discusses causes of them.
Thirdly, suggests methods of total quality management that will helpful to improving the quality of
moral education textbook such as an systematic needs analysis of students and teachers, an enlargement of customer participation in the process of textbook plan, textbook writing, textbook evaluation, textbook selection, and a periodical textbook monitoring by teachers, a strengthening an education about textbook in the pre-service and in-service teacher training, and an stablishing new textbook regulations.

본 논문의 목적은 질 높은 도덕 교과서를 만들기 위한 체계적이고 지속적인 도덕 교과서 질 관리 방안을 제안하는 것이다. 교과서의 질을 향상시키기 위해서는 교과서 질 관리 체제를 만들고, 체제 속의 각 행위자가 교과서 질 향상을 위해 자신에게 부여된 역할을 수행하고 교과서 질 관리의 매 단계에 적극적으로 참여하는 것이 중요하다. 본 논문은 이러한 문제를 배경으로 크게 세 부분으로 구성된다. 먼저, 질, 질 관리, 교과서의 질, 교과서의 질 관리라는 개념을 정의한다. 이들 개념을 정의하는 것은 데밍(E. W. Deming)의 총체적 질 관리 이론에 기초하고 있다. 다음으로, 우리나라 도덕 교과서의 질 관리 실태를 서술하고, 그 원인들을 진단한다. 마지막으로 이러한 논의에 근거하여 도덕 교과서의 질을 향상시킬 수 있는 총체적 질 관리 방안을 제안한다. 구체적으로 학생과 교사들의 교과서에 대한 요구 분석 체계화, 교과서 연구(설계), 교과서 집필, 교과서 평가, 교과서 선정(채택) 과정에 있어서 교사와 학생 수요자들의 참여 확대, 교사들에 의한 정기적인 교과서 모니터링, 현직교사와 예비교사들을 대상으로 교과서 교육 및 연수 강화, 교과용도서에관한규정과 같은 교과서 관련 법령의 정비 등을 제안하고 있다.
