The purpose of this paper is to research living condition and welfare demands of disabled elders. By doing so this research wishes to show direction of disabled elders welfare policy of Incheon. The research method was survey. We had surveyed disabled elders living in Incheon with over 65 years old. Survey questions were consisted of parts such as disabled and limitation in activity, income & economic activity, leisure & cultural activity, going out & transportation. Based on the result, most of the disabled elders in Incheon had problems in rehabilitation treatment. Also they had wanted to have rehabilitation treatment in specialized hospital. At this point, most of the disabled elders are unemployed. Most of the disabled elders were not using service such as visit nursing, family nursing, group home, and disabled living facility. In
our research, urgent aid for disabled elders came out as following order ; economical support, medical help including rehabilitation treatment, expansion of convenient facility, employment support, and leisure& culture activity support. For expansion of disabled welfare, following are important in order ; rehabilitation hospital, living facility, disabled person welfare center, employment facility. We had concluded following are the direction of Incheon's disabled elders welfare policy. First, expansion of medical support and erection of specialized rehabilitation hospital are needed. Second, vocational training and employment program(employer incentive policy) should be promoted. Third, various leisure program and facility should be needed in order to support leisure and cultural activity. Fourth, specialized call taxi for disabled and low price bus are required to improve mobility of disabled elders. Fifth, the silver town and expansion of convenient facility are need for disabled elders.

본 연구는 인천시 장애노인들의 생활실태와 복지욕구를 조사하여 인천시 장애노인복지정책의 기본
방향을 제시하기 위해서 시행되었다. 조사방법은 인천시에 거주하고 있는 65세 이상 장애노인을 대상으
로 면접 설문조사를 하였으며, 분야는 장애 및 활동제약, 소득 및 경제활동, 여가ㆍ문화ㆍ사회활동, 외출 및 교통 등으로 구별하였다. 분석결과 인천시 장애노인들은 재활치료에 어려움이 있으며, 향후 재활전문병원에서 재활치료를 받고자 하였다. 현재 장애노인 대부분이 직업이 없고, 구직활동을 하지 않고 있었다. 장애노인 대부분이 방문간호ㆍ가정간호, 그룹홈, 장애인 생활시설 등을 거의 이용하지 않으며, 현재 가장 필요한 도움은 경제적 지원, 의료 및 재활치료, 편의시설 확충, 취업 및 직업재활, 여가/문화지원 등의 순으로 나타났다. 향후 장애인복지시설 확충은 재활 병ㆍ의원, 생활시설, 장애인복지관, 직업재활시설 등의 순으로 나타났다. 인천시 장애노인복지정책의 기본방향으로는 첫째, 의료지원의 대폭적인 확대, 재활전문병원의 건립 및 홍보가 이루어져야 한다. 둘째, 장애노인에 대한 직업훈련과 취업을 위한 프로그램(고용주 인센티브 제도)이 추진될 필요가 있다. 셋째, 여가 및 문화생활을 위해 다양한 유형의 여가프로그램과 시설이 지속적으로 마련되어야 한다. 넷째, 장애노인의 이동성 증진을 위해 장애인 콜택시, 저상버스 확대를 추진할 필요가 있다. 다섯째, 장애노인을 위한 실버타운 건립을 추진하며, 각종 시설에대한 편의시설 확충도 이루어져야 한다.
