At present, the number of North Korean defectors in China is estimated to be 3 ～ 5 million and they are facing problems like violation of right to live, forced repatriation, human trafficking of women and violation of children's rights. Considering the reality that relevant countries are showing little concern and are passive, the practical solution to solve this problem can be through the roles of NGOs. Currently, domestic NGOs like Citizen's Alliance for North Korean Human Right, Good Friends, Durihana, the Commission to Help North Korean Refugees are working to protect the human rights of North Korean detectors and ways to improve the activities of these organizations are as follows. First, domestic NGOs should carry out researches on the actual conditions of defectors in China. Second, they should settle the conflicts and cooperate one another. Third, domestic NGOs that are helping the defectors should find a balance point in humanitarian aid. Fourth, the aid of domestic NGOs should be given realistically and concretely, in a consistent and potentially improvable way. Fifth, there should be cooperation and division of roles between the government and the NGOs. Finally, domestic NGOs should make networks and build solidarity with international NGOs.

현재 중국 내 북한이탈주민의 수는 3만～5만으로 추정되고 있으며, 강제송환, 생존권 침해, 여성의 인신매매, 아동의 권리침해 등의 심각한 인권 침해를 당하고 있다. 북한이탈주민 문제를 책임지고 해결해야 할 관련국들이 동북아의 특수한 정치적 상황아래에서 방관적 혹은 소극적 자세를 보이는 현실을 고려할 때 이 문제를 풀어갈 수 있는 실천적 방안은 NGO의 역할을 통한 접근이라고 할 수 있다.
현재 북한이탈주민의 인권보호를 위해 활동하는 대표적인 국내 NGO로는 북한인권시민연합, 좋은벗들, 두리하나, 탈북난민보호운동본부 등이 있으며 국내 NGO의 활동 개선방안을 제시해 보면 다음과 같다. 첫째, 국내 NGO는 중국 내 북한이탈주민에 대한 현지 실태조사를 꾸준히 실시하여야 한다. 둘째, 국내 NGO끼리의 갈등을 극복하고 협력해야 한다. 셋째, 인도주의적 지원의 균형점을 찾아야 한다. 넷째, 국내 NGO의 지원은 지속적이며 발전가능성이 있는 방식으로 이루어져야 한다. 다섯째, 정부와 국내 NGO사이의 협력과 역할 분담이 이루어져야 한다. 여섯째, 국제 NGO와의 관계망을 형성하고 연대를 구축하는 것이 필요하다.
