Ubiquitous computing will be prevailed to most of areas in the social development processes. It will be applied to the government works. Therefore, we have to understand how this technology can be utilized in the area of government services, especially local government ones. The goal of this study is to suggest policy alternatives for building the geospatial ubiquitous environment of local e-Government because ubiquitous computing is closely related with the provision of public services for the citizens in each city. It defines the concept of electronic and ubiquitous governments and reviews their development processes. Based upon these theoretical reviews, It builds the schematic model for building the ubiquitous local government and analyzes the ubiquitous projects which are implemented in the level of local government. It notes the ubiquitous geospatial environment which is a key component of local electronic government. It suggests the building scheme of ubiquitous geospatial environment and policy implication in order to build the ubiquitous local government.

정보통신기술의 발달에 따라 언제, 어디서나 내재하고 연결되는 유비쿼터스 컴퓨팅 환경은 점차 사회 전분야로 확대될 것이며, 이와 같은 환경은 정부업무수행에도 적용되게 될 것이다. 따라서 이들 컴퓨터 관련기술이 정부업무수행, 특히 지방정부의 업무수행 및 정부구조의 변화에 어떻게 영향을 미칠 것인가를 파악하는 것은 매우 중요한 일이다. 이 연구의 목적은 지방전자정부를 구축하기 위한 유비쿼터스 공간환경의 구현방안을 모색하고 이에 대한 정책방안을 제시하는 데 있다. 이를 위해 전자정부발달과정과 유비쿼터스 정부의 개념을 정립하고, 유비쿼터스 지방정부의 구현에 필요한 디지털기기, 네트워크, 콘텐츠 등 디지털 융합의 유형과 특성을 규명하고, 이를 바탕으로 현재 지방자치단체에서 추진하고 있는 유비쿼터스 구축사업의 특성 및 문제점을 분석하고, 향후 유비쿼터스 지방정부의 발전모형을 제시하고자 한다.
