Valuation and significance of Iraq War has been appearing very seriously. We, by watching the war, could evaluate that America has become not the only super-power in the world, but an empire and also think that America, through displaying power and willingness of him, has achieved compulsion of peace. And we could mark two features from the Iraq War; one is that, in military point of view, America showed a new war-impeling strategy through a martial plan that maximized ‘shock and awe’, another is, in this war, political and economic change in global strategy by the strategy of nations which had held economy most important was reflected, rather than the geopolitical ideology-alliance of the past.Though America's intention and purpose to Iraq War, if we think in America's place, have enough justification and utility, this war is considered as a war without justification in all over the world because of the unilateral action and the containment offensive disregarding an agreement of UN and global states. Against the above reaction of states, America is justifying a positive military intervention considering that the American interest, which he persues, can be global interest. So the American point of view to the Iraq War made a chance to change much conservative view, by 9·11 terror, to neo-conservatism which has become realized as policies. We can confirm that expanding and maintaining the America's hegemony through so called 'Globalization of american interest', which American neo-conservatives insist, professes the principle that it is possible to affect badly or ignore the existing value and the sovereignty of nation, which can be seen in the process globalizing the basic value, liberal democracy and market economy, in the view of neo-liberalism. But it is wonder that the American logic and justification can be reflected to Korea, where the North Korea's nuclear is a troublesome problem to security of Korean peninsula. Thus, if we understand and analyze the Iraq War by America's global strategy, the security policy of Korea must be changed and modified as a policy that corresponds America's global strategy.

이라크 전쟁으로 인하여 미국이 더 이상 세계에서 유일한 초강대국이 아니라 제국(帝國)으로 등장했다는 평가를 내릴 수도 있으며, 미국이 힘과 의지의 과시를 통하여 국제질서의 평화적 강제를 달성했다는 의미를 부여할 수도 있다. 또한 이라크 전쟁을 통하여 나타난 특징은 군사적인 면에서 미국은 ‘충격과 공포’를 극대화한 전쟁계획으로 새로운 개념의 전쟁수행전략을 보여주었다는 점과 특히 이번 전쟁은 과거 지정학적인 이념동맹보다는 경제중심적인 국가전략에 따른 세계전략차원의 정치·경제적 변화가 반영되었다는 것으로 볼 수 있다. 아울러 이라크 전쟁에 대한 미국의 입장은 다분히 보수적인 관점에서 9·11테러를 계기로 신보수주의가 정책으로 반영되어 현실화되는 계기를 제공한 것으로 볼 수 있다. 또한 미국의 신보수주의자들이 주장하고 있는 이른바 ‘미국적 가치의 세계화’의 추구를 통한 미국의 패권 확대 및 유지는 신자유주의적 관점에서의 자유민주주의와 시장경제라는 기본적 가치를 세계화하는 과정에서 나타날 수 있는 민족국가의 존립가치와 주권을 저해하거나 무시할 수 있다는 논리를 표방하는 것으로 볼 수 있다. 그러나 과연 이와 같은 미국의 논리와 명분이 북한의 핵문제가 한반도의 안보에 가장 중요한 상황에 직면해 있는 우리의 입장에도 그대로 반영될 수 있을 지는 의문이다. 따라서 미국의 세계전략의 차원에서 이라크 전쟁을 이해하고 분석할 경우, 한국의 안보정책은 변화되어야 하고 미국의 세계전략에 대응하는 정책으로 방향을 수정하여야 할 것이다.
