The German federal state government has actively discussed administrative reform since 1990. This article deals with the course of administrative reform and that of managemental instrument. Due to the increasing financial crisis and critique of existing administrative system, the administrative reform has begun by providing variety of methods to improve the system. Even though each federal state government introduces different orientation of administrative reform, main focus can be narrowed down into four areas such as the technique of political control, the reform of administrative structure, deregulation and regulation, and the review of task and sanction.The federal state government emphasized the reform and change over the conventional management system. We can not anticipate the results of the reform positively at present, small government and the implication of administration has been pushed ahead based upon the support and will of politicians and administrative officials. Generally, the major task of the federal state government carrys on the responsibility of financial management, establishment of information technique, output orientation, and expense and analysis. The introduction of the management instrument is extended to the administration with the criticism over the conventional management system.

독일 주정부는 1990년 이후 행정개혁에 대한 논의가 활발히 이루어졌다. 이 연구는 독일의 주정부의 행정개혁의 방향과 행정관리제도를 중심으로 살펴보았다. 최근 주정부의 행정개혁은 급증하는 재정악화와 행정관리에 대한 비판이 제기되면서 모든 분야에서 논의되고 있으며, 각 주정부에 따라 다양한 방법으로 행정개혁이 추진되고 있다. 주정부의 행정개혁의 성향은 각 정부에 따라 일치하지 않지만, 대부분 행정개혁에 대한 초점은 다음과 같은 4가지, 즉 ① 정치 조정기능, ② 행정구조개혁, ③ 규제와 법규완화, ④ 업무과제재검토 등으로 집약되어 있다. 대부분 주정부는 기존의 행정체제에 대한 변화와 개혁을 강조하고 있다. 여기서 행정개혁의 결과는 아직까지 긍정적으로 평가할 수 없지만, 정치인과 최고행정관리자가 행정개혁에 대한 지지와 의지를 바탕으로 “작은 정부실현”과 “행정절차의 단순화”를 목적으로 추진되고 있다. 또한 주정부의 행정관리는 주로 재원관리의 책임운영, 결과산출주의, 비용과 분석, 정보기술의 구축을 핵심과제로 다루고 있다. 비록 주정부에 따라 차이는 있지만 전통적인 행정관리시스템에 대한 비판과 함께 경영관리기법을 행정에 도입하는 경향이 확산되고 있다.
