Immigrant-concentrated neighborhoods are often treated in policy and media as deprived spaces, with the presence of immigrants itself taken as the problem. To examine this assumption, this study merged the 2024 Survey of Migrant-Background Youth in Five Municipalities with administrative-dong-level neighborhood data and estimated multilevel models for 361 late-entry migrant children and adolescents across 35 dong in three cities with poverty controls (Gimhae, Jeonju, and Hwaseong). First, migrant-worker-concentrated neighborhoods had lower rates of basic livelihood benefit receipt, and migrant worker density remained negatively associated with academic adjustment after controlling for neighborhood vulnerability, whereas the share of ethnic Korean foreign nationals did not. The association thus reflects the social composition of a neighborhood rather than its poverty. Second, the scarcity was selective: neighborhoods with higher migrant worker density had fewer private academies, while public resources such as libraries were unrelated to concentration. Third, the association appeared in academic adjustment but not in happiness or mental health. However, the indirect pathway through academy density was not supported, and with only 35 dong the association did not remain significant after small-sample correction; the findings are therefore exploratory. Support should be designed by identifying which resources are scarce at the neighborhood level, rather than treating concentrated neighborhoods uniformly as deprived.
