Policy Directions for Restructuring Jeonbuk's Regional Education System in Response to Declining School-Age Populations
This study aims to analyze changes in regional education systems and the conditions for policy responses to declining school-age populations, and to propose directions for restructuring Jeonbuk's regional education system by integrating long-term student enrollment projections with existing education policies. To this end, an integrative literature review was conducted on 36 Korean journal articles and research reports published between 2015 and 2026. Student enrollment projections for 2026–2035, based on the medium-variant scenario provided by the Jeonbuk State Office of Education, were examined using descriptive statistics, along with an analysis of relevant policy documents. The integrative literature review identified five interrelated dimensions of regional education system change: spatial differentiation in student population changes, mismatches between school size and institutional arrangements, the restructuring of educational opportunities, networked rescaling, and institutional conditions for policy implementation. According to the medium-variant projections, Jeonbuk's total student enrollment is expected to decline by 46.7%, from 161,749 in 2026 to 86,231 in 2035. However, the absolute scale and rate of decline, as well as patterns of change across school levels, vary considerably by region. The policy document analysis also revealed that Jeonbuk already implements various policy measures to address declining student populations, highlighting the need to strengthen policy integration and coordination in response to future changes in regional student populations. Based on these findings, this study proposes a regional educational service guarantee portfolio and region-specific policy pressure profiles that combine schoollevel capacity strengthening, networked rescaling, and structural reconfiguration, with the primary focus on ensuring educational opportunities rather than maintaining individual schools. The findings suggest that policy responses to declining school-age populations should move beyond the proportional reduction of educational resources toward redesigning resource allocation and implementation systems to ensure equitable educational opportunities across regions.
