This study aims to empirically investigate the state of records management in a quasi-governmental institution without a records management professional and to propose measures for improvement. Taking as its case the Gwangju National Science Museum?an institution that has operated without a professional records manager since its establishment in 2013 and has never conducted a single records appraisal or disposal?a comprehensive survey was conducted for all 33,224 items registered in the 2025 Records Register, and the retention periods assigned to 442 business transaction units were cross-checked against the National Archives of Korea’s “Retention Schedule Standard for Common Functions of Public Institutions” (2024). The analysis revealed retention period discrepancies in 122 of the 387 business transaction units (31.5%) mappable to the Standard; of these, 95 cases (77.9%) involved retention periods shorter than those prescribed by the Standard, posing a risk of the premature destruction of records designated for long-term retention. In addition, eight structural quality problems were identified, including perfunctory unit descriptions, pro forma justifications for retention period assignments, inconsistent retention periods for identically named units, and the blanket assessment of permanent and semipermanent records as having “low” archival value. The study proposes four measures for improvement: appointing a records management professional, comprehensively revising the reference table, establishing an appraisal and disposal system, and institutionalizing records governance.

본 연구는 기록물관리전문요원이 배치되지 않은 기타 공공기관의 기록관리 실태를 실증적으로 규명하고 개선방안을 제시하는 것을 목적으로 한다. 2013년 개관 이후 전문요원이 배치되지 않았고 기록물 평가⋅폐기가 한 차례도 실시되지 않은 국립광주과학관을 사례로, 2025년 기록물등록대장에 등재된 33,224건을 전수조사하고 단위업무 442건의 보존기간을 ｢공공기관 공통업무 보존기간 준칙｣과 전건 대조하였다. 분석 결과, 준칙과 대조 가능한 단위업무 387건 중 122건(31.5%)에서 보존기간 불일치가 확인되었으며, 그중 95건(77.9%)이 준칙보다 짧게 책정된 과소책정으로 장기보존 대상 기록의 조기 멸실 위험을 내포하고 있었다. 아울러 단위업무설명의 부실, 보존기간 책정사유의 형식화, 동일 업무명 내 보존기간 불일치, 영구⋅준영구 기록의 사료가치 ‘낮음’ 일괄 평가 등 8개 유형의 구조적 문제가 도출되었다. 이러한 문제는 전문요원 부재 상태에서 단위업무리스트가 전문적 통제 없이 운용되어 온 제도 운영의 공백에서 비롯된 것으로 판단된다. 이에 본 연구는 전문요원 배치와 기록관 운영체계 정비, 단위업무리스트의 전면 재정비, 누적 기록물 평가⋅폐기 체계 구축, 기록관리 거버넌스 확립의 4대 개선방안을 제시하였다.
