An International Standards?Based Comparative Analysis of Research Records Retention and Disposal Schedules in Overseas Universities

- Based on international records management standards, this study aims to analyze the appraisal frameworks reflected in the research records retention and disposal schedules of overseas universities to derive policy implications for establishing a research records appraisal system in South Korean universities. To this end, a literature-based comparative analysis was conducted across 12 research-intensive universities in the United States, the United Kingdom, Australia, and China. Utilizing ISO 15489-1:2016 and ISO/TR 21946:2018 as theoretical foundations, an integrated analytical framework was developed to address the structure, content, and operation of retention and disposal schedules. The analysis revealed that overseas universities have established and implemented research records retention and disposal schedules that comply with international records management standards. Furthermore, these schedules are employed as strategic information governance tools to protect the institutions’ unique information assets and manage risks. Based on these findings, this study proposes practical implications for designing research records retention and disposal schedules and establishing an appraisal system for domestic universities.

- 본 연구는 기록관리 국제표준에 기반하여 해외 대학의 연구기록물 처분지침에 나타난 평가 체계를 분석하고, 국내 대학의 연구기록물 평가제도 구축을 위한 정책적 시사점을 도출하는 것을 목적으로 한다. 이를 위해 미국, 영국, 호주, 중국의 12개 연구중심대학을 대상으로 문헌 기반의 비교 분석을 수행하였다. ISO 15489-1:2016과 ISO/TR 21946:2018을 바탕으로 처분지침의 구조⋅내용⋅운영에 관한 통합적 분석 틀을 설계하였다. 분석 결과, 해외 대학들은 기록관리 국제표준을 충족하는 연구기록물 처분지침을 수립‧시행하고 있으며, 해당 지침을 기관의 고유한 정보 자산 보호와 위험 관리를 위한 전략적 정보 거버넌스 도구로 활용하고 있었다. 이를 바탕으로 국내 대학의 연구기록물 처분지침 설계 및 평가 제도 구축을 위한 시사점을 제언하였다.
