The recent surge in digital sexual exploitation has highlighted the vulnerability of children and adolescents with borderline intellectual functioning (BIF), whose cognitive and social limitations make them easy targets. To overcome the limitations of existing sexuality education designed for typical youth, we applied the WHO's ICF model and proposed a conceptual framework for a tailored program integrating individual functioning and environmental factors. As a methodological approach, we conducted a comprehensive literature review on the multi-dimensional vulnerabilities of BIF youth and systematically mapped the five components of the ICF framework to redefine educational goals from a bio-psycho-social perspective. Consequently, we derived five core principles-function, activity, participation, environment, and self-determination-tailored to BIF learners. This study provides foundational guidelines for redefining BIF youth as independent rights-holders, enhancing their practical capabilities, and establishing a multi-layered safety net.

최근 디지털 플랫폼을 매개로 한 성착취 범죄가 급증하는 가운데, 인지적·사회적 상황 판단 능력의 한계로 인해 범죄 표적이 되기 쉬운 경계선지능 아동·청소년의 취약성이 심각한 사회 문제로 대두되고 있다. 이에 본 연구는 일반 아동·청소년 위주로 구성된 기존 성교육의 한계를 극복하기 위해, 세계보건기구(WHO)의 국제기능·장애·건강분류(ICF) 모델을 적용하여 개인의 기능과 환경 요인을 통합적으로 고려한 맞춤형 성교육 프로그램의 개념적 틀을 제안하였다. 이를 위한 연구 방법으로 경계선지능 학습자의 다차원적 취약성에 대한 포괄적인 문헌 고찰을 진행하였으며, ICF 모델의 5가지 구성 요소를 예방 교육의 목표와 체계적으로 연계(mapping)하는 개념적 통합 과정을 수행하였다. 연구결과, 경계선지능 학습자의 특성에 맞춘 '기능, 활동, 참여, 환경, 자기결정' 중심의 5가지 프로그램 핵심 구성 원리를 도출하였다. 본 연구는 경계선지능 아동·청소년을 수동적 보호 대상이 아닌 주체적 권리자로 정립하고, 이들의 실제 기능 향상과 다층적 일상 안전망 구축을 위한 실천적·이론적 가이드라인을 제공하기 위한 기초자료로서 의의를 가진다.
