This study empirically examined the effects of workplace safety culture on the implementation of risk assessment. Risk assessment has been emphasized as a key preventive measure in workplaces, but in practice it is often implemented only formally and does not always lead to substantive improvement. This study therefore focused on how the level of workplace safety culture is associated with the practical implementation of risk assessment. Safety culture was classified into three sub-factors: safety communication, worker participation, and safety management system. The implementation level of risk assessment was divided into four dimensions: implementation, procedural adequacy, follow-up management, and result sharing and utilization. Survey data were collected from practitioners, and reliability analysis, correlation analysis, and multiple regression analysis were conducted. The findings showed that all sub-factors of safety culture were positively correlated with the sub-factors of risk assessment. Regression analysis indicated that worker participation and safety management system significantly affected risk assessment implementation; safety communication and worker participation significantly affected procedural adequacy; and worker participation and safety management system significantly affected follow-up management and result sharing/utilization. Among the safety culture factors, worker participation was the most consistent predictor across the analyses. As an exploratory study based on a limited sample, this research focused on identifying empirical associations between variables rather than definitive causal relationships, providing practical implications for workplace safety.

사업장 내 안전문화가 위험성평가 이행에 미치는 영향을 실증적으로 분석하는 데 목적이 있다. 최근 위험성평가는 산업재해 예방을 위한 핵심 수단으로 강조되고 있으나, 실제 현장에서는 형식적으로 운영되거나 실질적 개선으로 충분히 이어지지 못한다는 한계가 지속적으로 제기되고 있다. 이에 본 연구는 위험성평가의 실효성이 사업장 내 안전문화 수준과 어떠한 관련을 가지는지 확인하고자 하였다. 이를 위하여 안전문화를 안전 의사소통, 근로자 안전활동 참여, 안전관리체계의 세 가지 하위요인으로, 위험성평가 이행수준은 위험성평가 이행, 절차 적절성, 사후관리, 결과 공유 및 활용의 네 가지 하위요인으로 구성하였다. 이후 근로자를 대상으로 설문조사를 실시하고, 수집된 자료에 대하여 신뢰도 분석, 상관관계 분석 및 다중회귀분석을 수행하였다. 분석 결과, 안전문화의 모든 하위요인은 위험성평가의 각 하위요인과 전반적으로 정(+)의 상관관계를 보이는 것으로 나타났다. 또한 회귀분석 결과, 위험성평가 이행에는 근로자 안전활동참여와 안전관리체계가, 절차 적절성에는 안전 의사소통과 근로자 안전활동참여가, 사후관리와 결과 공유 및 활용에는 근로자 안전활동참여와 안전관리체계가 유의한 영향을 미치는 것으로 나타났다. 특히 근로자 안전활동참여는 위험성평가 전반에서 가장 일관되게 중요한 변수로 확인되었다. 비록 제한된 표본을 바탕으로 수행된 탐색적 연구로서 확정적 인과관계를 규명하는 데에는 한계가 있으나, 현장 실무자의 인식을 바탕으로 변수 간의 유의미한 실증적 관련성을 확인하였다는 점에서 의의를 가진다.
