This study analyzes the tariff policy and business diplomacy of the second Trump administration from the perspective of complex systems theory and derives implications for North Korea policy. The analysis finds that business diplomacy under the second Trump administration emerged as a complex systems process in which tariff policy, corporate investment, informal networks, and summit diplomacy were interconnected. In particular, tariff policy nonlinearly changed the responses of the South Korean government and corporations, while the outcomes of negotiations formed a reinforcing feedback structure that led back to additional investment pressure. These findings suggest that, in future North Korea policy, a business-based approach and business diplomacy may complement state-centered diplomacy. However, such an approach requires careful design, as it entails practical constraints such as sanctions on North Korea, the possibility of North Korea's acceptance, and concerns over conflicts of interest within the United States.

본 연구는 트럼프 2기 행정부의 관세정책과 비즈니스 외교를 복잡계 이론의 관점에서 분석하고, 이를 통해 대북정책의 함의를 도출한다. 분석 결과, 트럼프 2기 비즈니스 외교는 관세정책, 기업투자, 비공식 네트워크, 정상외교가 결합된 복잡계적 과정으로 나타났다. 특히 관세정책은 한국 정부와 기업의 대응을 비선형적으로 변화시켰으며, 협상 결과는 다시 추가 투자 압박으로 환류되는 강화형 피드백 구조를 형성하였다. 이러한 분석은 향후 대북정책에서 기업 기반 접근과 비즈니스 외교가 국가 중심 외교를 보완할 수 있음을 시사한다. 다만 이러한 접근은 대북제재, 북한의 수용 가능성, 미국 내 이해충돌 논란 등 현실적 제약을 동반하므로 신중한 설계가 필요하다.
