This study analyzes police policies for addiction-related problems in South Korea and proposes improvements through a literature review of domestic and international studies, government and public-agency documents, official police and prosecution statistics, and international reports. It examines addiction trends, major addiction-related crimes, police responses, and overseas policy cases. The findings show that addiction-related problems include alcohol and illicit drugs as well as gambling and internet and smartphone overdependence. Drug crime increasingly involves online and contactless transactions using SNS, encrypted messaging applications, the dark web, and virtual assets, making adolescent and young-adult access and involvement an important policy concern. Gambling problems may lead to secondary crimes such as fraud and theft, while alcohol-related problems may be associated with violent crime and domestic violence. Digital expansion has also changed access to and distribution of online drugs and illegal gambling. Police responses have expanded through intensive drug enforcement, online and virtual-asset investigations, international cooperation, and whole-of-government coordination. However, challenges remain in post-crime enforcement, treatment and rehabilitation linkage, prevention and early intervention for adolescents and high-risk groups, specialized digital-investigation capacity, and policy evaluation and performance management. Accordingly, this study proposes five directions: expanding prevention-oriented policing, institutionalizing treatment and rehabilitation referral, strengthening digital investigation, reinforcing government and community cooperation, and establishing policy evaluation and performance management systems. Cases including U.S. Drug Courts and LEAD, Portugal’s Commissions for the Dissuasion of Drug Addiction, the United Kingdom’s 10-year drugs strategy, and Australia’s Drug Courts highlight the importance of linking criminal justice with treatment, rehabilitation, and community services.
