This study developed a human rights education program based on practical appropriation by applying Paul Ricoeur's concept of appropriation to human rights education in elementary social studies. Appropriation refers to an active process of reception through which one “makes one's own what was initially alien,” and it is the counterpart of semantic autonomy, whereby a text becomes detached from its author. This process of meaning-making enables learners to relate others' experiences to their own lives, construct new meanings, and thereby expand their self-understanding. Practical appropriation goes a step further: beyond understanding others' experiences through texts and reflecting on them in relation to their own lives, learners connect the meanings they have constructed to their attitudes and actions in real-life contexts. In this study, Ricoeur's hermeneutic structure was reconstructed into four stages of practical appropriation—guessing, explanation, understanding, and appropriation—which were then developed into a human rights education program consisting of reading, empathizing, appropriating, and expressing. The program is significant in that it can help students understand human rights issues in relation to their own lives and further foster attitudes and actions to address these issues.
