The Educational Reconstruction of Law- and Rights-Related Issues in Authorized Digital Literacy and Ethics Textbooks for Elementary and Middle Schools
This study examined how privacy, copyright, cyberviolence, and digital sexual violence are recontextualized as school knowledge and how the range of possible responses is presented in twelve locally authorized digital literacy and ethics textbooks used in Korean elementary and middle schools under the 2022 revised national curriculum. A qualitative content analysis informed by a representation perspective was conducted across expository texts, cases, visual materials, questions, learning activities, and assessments, with attention to the relationship between problem meanings and response options. The findings showed that privacy was primarily framed as risk management, copyright as compliance ethics, cyberviolence as relational ethics, and digital sexual violence as prevention education. Although legal elements were included, relationships among rights holders, duty bearers, and responsible actors were often backgrounded. Preventive and self-regulatory actions were described most concretely, whereas interruption, reporting, remedy, recovery, and access to public institutions frequently remained at the level of labels or search tasks. Learning activities also tended to culminate in pledges and personal resolutions. Sexual harms were placed alongside everyday conflicts within the same classificatory tasks, thereby weakening distinctions in their legal character and structures of harm. These findings demonstrate the need to connect legal concepts with actor relationships and post-infringement response processes. The scope of law- and rights-related education can be broadened by organizing evidence preservation, help-seeking, reporting, removal and blocking, remedy, recovery, and institutional access as concrete learning experiences while retaining the educational value of prevention.
