This paper examines the government’s process of compiling the Jeju 4⋅3 Incident Follow-up Investigation Report, focusing on the additional fact-finding investigation into the Jeju 4⋅3 Incident and the compilation of the corresponding report, which were undertaken at the government level pursuant to the fully amended Jeju 4⋅3 Special Act of 2021. The analysis identifies the following key points. First, the process of preparing the report revealed structural problems in the governance of the follow-up investigation and report compilation. The government delegated the tasks of conducting the follow-up investigation and preparing the report to the Jeju 4⋅3 Peace Foundation, which had previously conducted investigations into the Jeju 4⋅3 Incident under the Jeju 4⋅3 Special Act. In practice, however, the process was managed and supervised by the Follow-up Investigation Subcommittee of the 4⋅3 Committee. Consequently, the investigation and report compilation did not proceed in accordance with the procedures and schedule prescribed by law. This ultimately led to a reorganization of the report compilation system and the establishment of a Writing Committee composed of experts. Second, as controversies over alleged violations of legal procedures in the compilation of the report were intensively raised and disseminated through local media, it became clear that an appropriate level of transparency, professionalism, accountability, and public accessibility must be ensured not only in the content of the report but also in the process by which it is prepared. Finally, the government’s investigations into past events and the compilation of related reports are influenced not only by broader political interests but also by regional factors, including local political dynamics and structural constraints. This suggests that when the government undertakes historical truth-finding investigations or prepares reports on past events, it should design and operate appropriate governance arrangements that take these contextual characteristics into account.
