This study examines how climate justice is institutionalized in local ordinances enacted to address climate disparity or climate inequality in Gyeonggi Province, Ulsan Metropolitan City, and Jeonbuk State. Using qualitative content analysis, the study first examines the legislative perspectives and key concepts embedded in the ordinances and then analyzes their provisions through three dimensions of climate justice: distributive, procedural, and recognition justice, with particular attention to the content, specificity, and degree of obligation of the provisions. The findings show that all three ordinances recognize climate inequality as a policy issue requiring local government intervention and link it to climate welfare. Distributive justice is institutionalized relatively broadly and concretely across various policy areas. In contrast, procedural justice provides limited mechanisms for ensuring the substantive participation and representation of climate-vulnerable groups, while recognition justice identifies diverse vulnerable groups but lacks sufficient mechanisms for identifying emerging vulnerable groups and addressing multiple and intersecting vulnerabilities. These findings indicate that the ordinances provide a relatively stronger institutional basis for supporting climate-vulnerable groups as policy beneficiaries than for recognizing their differentiated vulnerabilities and ensuring their participation in policymaking processes. The study suggests the need to continuously identify climate vulnerabilities, strengthen the substantive participation of vulnerable groups, and clarify local governments’ responsibilities for climate welfare.
