Analyzing of Content Elements and Achievement Standards in the 2022 Revised Social Studies Curriculum for AI-Related Human Rights Education
This study explores the potential for teaching artificial intelligence (AI)-related human rights issues in connection with the 2022 revised social studies curriculum. First, a review of research on AI and human rights was conducted to extract AI-related topics that could be taught within the sub-domains of the general social studies section—namely, ‘Politics and Law, Society and Culture, and Economy.’ The extent to which these topics are linked to the content elements and achievement standards of the 2022 revised social studies curriculum (elementary and middle school general social studies sections) was then analyzed. The results of the analysis are as follows. First, the AI-related human rights topics identified as teachable in social studies are as follows. In the Politics and Law domain, the topics are ‘weakening of self-determination in decision-making’, ‘restriction of freedom of expression and the right to voice opinions’, and ‘digital surveillance and privacy infringement’. In the Society and Culture domain, the topics are ‘patterns of bias against social minorities’ and ‘the deepening of inter-group inequality through the reproduction of inequality’. In the Economy domain, the topics are ‘discussions on the public accountability of AI corporations’ and ‘discussions on sustainability in AI corporate activities’. Second, an analysis of how these AI-related human rights topics connect to the content elements of the 2022 revised social studies curriculum found that content elements providing a basis for teaching AI-related human rights topics were adequately present across all three domains—Politics and Law, Society and Culture, and Economy. Third, an analysis of the degree to which these topics connect to the achievement standards of the curriculum found that achievement standards linked to the Politics and Law and Society and Culture domains were adequately present, whereas achievement standards linked to the Economy domain were comparatively fewer. However, most of the connected achievement standards did not focus specifically on teaching AI-related human rights topics themselves, indicating that instruction would need to proceed through teachers’ curriculum reconstruction. Accordingly, this study proposes transformative and social-action approaches as curriculum reconstruction strategies for AI-responsive human rights topics, and, as an instructional method, proposes a human rights education plan that links the socialization and activism models.
