Ningxia Hui paper-cutting is a form of folk art that has developed through the long-term interaction of northern Chinese folk paper-cutting traditions, Hui culture, Islamic culture, and the regional culture of Northwest China. From the perspective of intangible cultural heritage preservation, this study takes Ningxia Hui paper-cutting as its research subject and examines its formation background and development and transformation, artistic characteristics, and artistic value through literature analysis and artwork analysis. Representative works by Fu Zhaoe and Tian Yanlan, both nationally recognized representative inheritors of the intangible cultural heritage item “Paper-cutting (Hui Paper-cutting),” are selected as major case materials. However, their works are not regarded as equivalent to the entirety of Ningxia Hui paper-cutting; relevant literature and intangible cultural heritage materials are also incorporated into the analysis. The study finds that the formation and development of Ningxia Hui paper-cutting are closely related to regional cultural exchange, folk life, and social change. With the advancement of intangible cultural heritage preservation, its modes and spaces of transmission have gradually expanded from traditional folk and family-based practices to broader forms of contemporary cultural practice. In terms of artistic characteristics, its subject matter centers on images of everyday life, cultural symbols, and local life. Its compositional features include symmetrical balance, central focus, layered narration, and scattered spatial arrangements. Its visual forms are characterized by simplification, exaggeration, and ornamentation, while its use of color demonstrates an emphasis on red and green together with the harmonious combination of multiple colors. These artistic characteristics indicate that Ningxia Hui paper-cutting incorporates both the expressive traditions of Chinese folk art and visual elements associated with Hui culture and related decorative arts. Its artistic value can be understood from three dimensions. Historically, it provides visual references for understanding regional folk life and cultural change. Aesthetically, it demonstrates a distinctive visual expression combining simplicity with ornamentation. Socially, it contributes to the transmission of cultural memory, the continuation of traditional skills, and the expansion of cultural practices through contemporary applications.By examining the formation background and development and transformation of Ningxia Hui paper-cutting and systematically analyzing its subject matter, composition, visual forms, and color, this study explores the relationship between its artistic forms and cultural connotations and discusses its artistic value in an integrated manner.
