This study aimed to identify the key educational components and job structure required to develop a standardized education protocol for semi-permanent makeup. NCS-based cosmetology learning modules were analyzed, and two focus group interviews (FGI) were conducted with six experts with at least five years of experience in semi-permanent makeup practice or education. Data were analyzed using qualitative content analysis and iterative categorization. First, the theoretical knowledge, technical performance, equipment and tool use, customer consultation, customer service, and hygiene management were identified as common job components of skin care, makeup, and semi-permanent makeup, while design techniques, customer information management, safety management, and education management were required for semi-permanent makeup. Second, five key educational areas were identified: design planning, color and pigment theory, hygiene and safety management, equipment use and procedural techniques, and consultation and post-procedure care. Third, the job structure comprised six stages: customer consultation, design planning, color application, equipment use and procedure, hygiene and safety management, and post-procedure care. Hygiene and safety management was identified as a core competency applied throughout the process. This study specifies five key educational areas and a six-stage job process for semi-permanent makeup education. Further studies should validate the educational priorities using the Content Validity Index (CVI) and Importance-Performance Analysis (IPA).
