An Analysis of Teachers' Perceptions on the Utilization Status of Physical Activity Promotion System (PAPS) Test Items and the Influence of Assessment Conditions
This study examined teachers' perceptions of PAPS test item utilization and measurement conditions. We analyzed online survey responses from 214 elementary, middle, and high school teachers who implemented PAPS in the 2024 school year and participated voluntarily. The questionnaire addressed test item use by fitness component, perceptions of the measurement process and grading equivalence, appropriateness of test items and standards, and the influence of measurement conditions on results. We calculated frequencies and percentages for individual items and used Fisher–Freeman–Halton exact tests and Kruskal–Wallis tests to explore school-level differences. First, respondents most frequently selected the shuttle run (cardiorespiratory endurance), standing long jump (power), sit-and-reach (flexibility), and handgrip test (muscular strength and endurance); cardiorespiratory endurance item selection differed by school level. Second, teachers' self-assessments of manual adherence and measurement accuracy and their perceptions of student effort were generally positive, whereas perceptions of grading equivalence across items were mixed. Third, perceptions of item and standard appropriateness were generally positive, whereas responses concerning possible variation in recorded performance showed different patterns across item-specific respondent groups. A majority of respondents for each of the handgrip test, 50-m run, step test, and standing long jump agreed that equipment could affect recorded performance. This study analyzed perceptions within each respondent group and did not verify actual measurement error or grading equivalence. These findings provide baseline data, grounded in teacher perceptions, for reviewing item equivalence, standardizing measurement conditions, and developing school-level-specific support for PAPS.
