This study aims to analyze demographic changes and the factors contributing to population growth in Gimje City, Jeonbuk State, amid the challenges of low fertility and regional extinction, and to suggest future directions for local government population policies. To achieve this objective, demographic statistics and policy data from Gimje City and the 14 cities and counties of Jeonbuk State were analyzed. In addition, using BIGKinds, this study examined keywords and related terms in local media coverage concerning population issues from July 2022 to April 2026. The results show that since 2022, Gimje City has experienced a slowdown in population decline and a rebound in its young population, largely due to an increase in net in-migration. These demographic changes appear to have resulted from a combination of factors, including job creation through industrial complexes and the Smart Farm Innovation Valley, housing supply, settlement support for young people, and policies promoting return-to-farming and rural migration. The media analysis also identified youth policies, industrial development, housing and settlement environments, and de facto population as key factors associated with population growth. These findings suggest that local government population policies need to move beyond conventional approaches centered on childbirth incentives and cash benefits toward strategies that promote the inflow and long-term settlement of young people. In particular, locally tailored policies should integrate employment, housing, and living conditions, while establishing a phased policy framework that can facilitate the transition of the de facto population into the resident population. Furthermore, population policies should be systematically integrated with regional industrial and youth policies to enhance regional vitality and sustainability. The findings highlight the need for a comprehensive and place-based approach to population policy as a broader strategy for sustainable regional development.
