This study examines the factors that determine the size of local government funds at the provincial level. Although local funds are expected to be managed autonomously and prudently, fund balances have steadily increased, raising concerns about inefficient management and heavy reliance on intergovernmental transfers from the central government as the primary source of revenue. Despite the growing importance of local funds, empirical research on their determinants remains limited. To address this gap, this study constructs a panel dataset of 17 Korean metropolitan and provincial government from 2015 to 2024 and employs a two-way fixed-effects panel model. The analysis incorporates fiscal conditions, economic indicators, demographic characteristics, and political variables. Year dummy variables are included to control for time-specific external shocks. Fiscal conditions are measured using the previous year's intergovernmental transfers, net surplus, and debt ratio. The empirical results indicate that fiscal factors are positively associated with local government fund balances. Additionally, the political orientation of the local chief executive is significantly associated with fund balances. These results suggest that fiscal conditions and political factors are both important in shaping local government fund balances and provide policy implications for enhancing the transparency and efficiency of local fund management.

지방자치단체의 건전하고 자율적인 지방기금 운용이 요구되고 있으나, 지방기금의 규모가 지속적으로 증가하면서 방만한 운영에 대한 지적과 함께 기금의 수입원이 주로 중앙정부의 교부금에 의존한다는 비판도 제기된다. 지방기금에 대한 체계적인 실증연구가 요구됨에도 불구하고, 현재까지 지방기금에 대한 연구가 충분하지 않다. 이에 본 연구는 광역자치단체 본청 단위의 지방기금 현재액을 기준으로, 그 규모에 영향을 미치는 요인을 실증적으로 분석해보고자 한다. 2015-2024년 광역시·도 본청의 기금 현재액을 패널자료로 구축하여 이원 패널고정효과 모형으로 분석하였으며, 지방자치단체의 재정여건, 경제지표, 인구구성, 정치변수를 포함하고 외생적 요인을 통제하기 위해 연도더미를 추가하였다. 재정여건은 지방교부금과 순세계잉여금, 채무비율로 구분하여 전년도의 여건을 살펴보았다. 분석결과 재정적 요인은 지방기금과 정(+)의 관계를 갖는 것으로 나타났고, 단체장의 정치 성향도 지방기금의 규모에 영향을 미치는 것으로 나타났다.
