Since the enforcement of the Serious Accidents Punishment Act, the need for systematic occupational safety and health management and objective evaluation of key safety management personnel has increased in Korea. However, existing evaluations have often focused on qualitative judgments or regulatory compliance, limiting their ability to systematically assess actual role performance. This study developed role-based performance evaluation models for Supervisors and Safety and Health Management Officers based on a case study of Company W, a thermal power generation company. Initial evaluation items were derived from statutory duties and practical safety and health management activities, and an importance survey was conducted with 259 Supervisors and 41 Safety and Health Management Officers, of whom 36 provided valid responses. Exploratory factor and reliability analyses were conducted, and practical evaluation domains and items were developed by integrating the results with statutory duties, content relevance, and the company's existing performance evaluation system. Expert evaluation was subsequently conducted to review content appropriateness and practical applicability, and the final models were established by incorporating expert feedback. The Supervisor model consisted of four practical evaluation domains and 10 items, while the Safety and Health Management Officer model consisted of four practical evaluation domains and 12 items. Domain-specific weights derived from the importance survey were applied to calculate the final performance scores. The proposed models provide a practical framework for systematically assessing the role performance of key safety and health management personnel and supporting continuous improvement of occupational safety and health management systems in thermal power generation companies.

중대재해처벌법 시행 이후 국내 사업장에서 체계적인 안전보건관리와 핵심 안전관리 주체의 역할수행에 대한 객관적 평가의 필요성이 증가하고 있다. 그러나 기존 평가는 정성적 판단이나 법규 준수 여부에 치중하여 실제 역할 수행수준을 체계적으로 평가하는 데 한계가 있다. 이에 본 연구는 W화력발전기업 사례를 기반으로 관리감독자와 안전보건관리책임자를 위한 역할 기반 성과평가모형을 개발하였다. 산업안전보건 관련 법령에 따른 직책별 역할과 현장 안전보건관리 업무를 바탕으로 초기 평가항목을 도출하고, 관리감독자 259명과 안전보건관리책임자 41명(유효자료 36명)을 대상으로 중요도 설문조사를 실시하였다. 수집된 자료에 대한 탐색적 요인분석과 신뢰도 분석을 실시하고, 법적 직무, 평가항목의 내용적 관련성 및 기업의 기존 성과평가체계를 종합하여 직책별 실무 평가영역과 평가항목을 구성하였다. 또한 전문가 평가를 통해 평가영역과 평가항목의 내용적 적절성 및 현장 적용 가능성을 검토하고, 평가항목의 표현과 세부 평가기준을 보완하여 최종 성과평가모형을 확정하였다. 연구 결과, 관리감독자는 현장 안전관리 실행, 조직· 협력관리, 작업 전 위험관리, 교육 및 지도의 4개 실무 평가영역과 10개 평가항목으로, 안전보건관리책임자는 안전경영 리더십 및 자원관리, 안전관리체계 운영, 유해· 위험요인 관리 및 규정 준수, 안전성과 및 조직관리의 4개 실무 평가영역과 12개 평가항목으로 구성되었다. 각 실무 평가영역에는 중요도 조사 결과를 바탕으로 산정한 영역별 가중치를 적용하여 최종 성과점수를 산출하도록 하였다. 본 연구에서 개발한 성과평가모형은 화력발전기업의 핵심 안전보건관리 주체의 역할 수행수준을 체계적으로 평가하고 안전보건관리체계의 지속적인 개선을 지원하는 실무적 평가체계로 활용될 수 있다.
