Who Is Left Behind in Vocational Training in the AI Era? : An Analysis of Participation Gaps and Career Outcome Perceptions
Artificial intelligence and digital transformation are reshaping job structures and skill requirements, making vocational training increasingly important for employment retention and career transition. However, access may differ by employment status, age, and education, creating unequal opportunities for labor market adaptation. This study identifies groups relatively excluded from vocational training and examines the relationship between participation gaps and perceptions of career-related outcomes. Using the education and training section of the 2025 Social Indicators in Korea, this study analyzed vocational training participation, group-based gaps, and career outcome perceptions. The analysis covered 2007–2025 for major participation indicators, 2017–2025 for career outcome perceptions, and 2007–2024 for education-based gaps due to changes in educational categories in 2025. Descriptive statistics, reliability analysis, Pearson correlation, gap analysis, and trend analysis were conducted. The results show clear differences in vocational training participation by employment status, age, and education. The average gap between regular and non-regular workers was 15.89 percentage points, rising to 22.20 points in 2025, while the age- and education-based gaps averaged 19.16 and 16.24 points. Participation in vocational competency development training was negatively associated with perceived support for employment, job change, start-up activities, and wage increases, while participation gaps were significantly related to overall participation levels. This study examines vocational training participation, participation gaps, and career outcome perceptions within a single framework using national indicators. The findings suggest that AI-era training policies should address both overall participation and unequal access among non-regular workers, older adults, and those with lower educational attainment. Because the study relies on annual aggregate data, the findings should be interpreted cautiously and not as evidence of individual-level causality.
