This study aims to analyze the structural limitations of the procurement management process for advanced police equipment, such as drones, and to propose policy and institutional measures for its improvement. As the use of advanced technology-based equipment, including drones and artificial intelligence (AI), has expanded, the importance of police equipment has increased significantly. However, the current equipment acquisition system continues to face limitations due to its procurement structure centered on annual budgets and the lack of specialized management. Based on a literature review and institutional analysis, this study conducted a comparative analysis of the equipment acquisition and management systems of the police, defense sector, Korea Coast Guard, National Fire Agency, and the United States. The comparative analysis was conducted using eight criteria: mid- to long-term planning, phased acquisition systems, Technology Readiness Level (TRL) assessment, test and evaluation systems, Life Cycle Cost (LCC) management, equipment standardization, specialized organizations, and data-driven decision-making. The results identified several major limitations in the current police equipment procurement management system, including insufficient integration of procurement management procedures, limitations in mid- to long-term planning and budget structures, inadequate technology verification and test and evaluation systems, insufficient equipment standardization and integrated management, institutional and organizational limitations, a lack of specialized personnel, and the absence of an integrated procurement management process for advanced police equipment. Based on these findings, this study proposes the establishment of mid- to long-term equipment development plans, the introduction of a phased acquisition process, the implementation of a TRL-based evaluation system, the adoption of an LCC-based management system, strengthened equipment standardization and integrated management, the establishment of specialized organizations and professional personnel, and the development of a data-driven decision-making system. The significance of this study lies in proposing a strategic direction for transforming the management of advanced police equipment from a conventional procurement-oriented structure into a strategic acquisition system encompassing technology, operation, and life-cycle management.

본 연구는 드론과 같은 경찰 첨단장비 구매관리 프로세스의 구조적 한계를 분석하고, 이를 개선하기 위한 정책적·제도적 방안을 제시하는 것을 목적으로 한다. 최근 드론, AI 등첨단기술 기반 장비의 활용이확대됨에 따라 경찰 장비의 중요성이 증가하고 있으나, 현행 장비 도입 체계는 단년도 예산 중심의 조달 구조와 비전문적 관리방식으로 인해 관리에 한계를 보이고 있다. 본 연구는 문헌연구와 제도분석을 바탕으로 경찰, 국방, 해양경찰청, 소방청, 및 미국의 사례를 비교분석하였다. 비교분석은 중장기 계획, 단계별 획득체계, 기술성숙도(TRL) 평가, 시험평가, 수명주기비용(LCC), 장비 표준화, 전문조직 및 데이터 기반 의사결정의 8개 항목을 기준으로 실시하였다. 분석 결과 경찰장비 구매관리 절차 통합관리 부족, 중장기 계획 및 예산 구조의 한계, 기술 검증 및 시험평가 체계의 미흡, 장비 표준화 및 통합관리체계의 미흡, 법·제도 및 조직·인력 측면의 한계, 경찰 첨단장비 통합 구매관리 프로세스 부족 등의 문제점을 도출하였다. 분석 결과를 바탕으로, 중장기 장비 발전계획 수립, 단계별 획득 프로세스 도입, 기술성숙도(TRL) 기반 평가체계 구축, 수명주기(LCC) 관리체계 도입, 장비 표준화 및 통합관리강화, 전문 조직 및인력확보, 데이터기반의사결정 체계 구축등을제안하였다. 본 연구는 경찰 첨단장비 관리체계를 기존의 단순 조달 중심 구조에서 기술 ·운영·수명주기를 포함하는 전략적 획득체계로 전환하는 방향을 제시하였다는 점에서 의의를 가진다.
