A Critique of the Cultural Politics of the Biennale : The Art Movement and Politics of the ’95 Kwangju Unification Art Festival: Anti Kwangju Biennale
This study aims to reexamine the formation, development, achievements, and limitations of the 1995 Kwangju Unification Art Festival ANTI KWANGJU BIENNALE, commonly known as the “Anti-Biennale,” which was organized in response to the establishment of the first Gwangju Biennale in 1995, within the broader context of changes in Korean society and the art movement in Gwangju during the 1990s. Unlike previous studies, which have primarily assessed the Anti-Biennale in terms of its criticism of power, politics, and capital, or its incorporation into institutional structures, this study focuses on the internal circumstances of the Gwangju–Jeonnam Artists’ Community, the critical concerns of the participating artists, their commitment and solidarity, and the changing social and cultural environment following democratization. The year 1995 marked a period in which local autonomy became fully established and Korean society entered a new phase characterized by democratization, globalization, and localization. Drawing upon the memory of the May 18 Democratic Movement and the specificity of Gwangju as a place, the Gwangju Biennale functioned as a cultural policy initiative promoted by the local government to strengthen the city’s international profile and cultural status. In contrast, the Anti-Biennale was led primarily by local artists who had participated in the Minjung art movement and emphasized Gwangju’s historical identity as well as the social and practical role of art. It constituted both a critical artistic practice directed at the cultural-political and institutional character of an international art festival led by the state and local government, and an art movement that combined the historical memory accumulated in the region since the May 18 Democratic Movement with the political orientation of Minjung art. Based on previous studies, contemporary newspaper articles and critical writings, archival materials related to the Gwangju–Jeonnam Artists’ Community, and oral history interviews with individuals involved in the event, this study examines the background and development of the Anti-Biennale, its participants and achievements, and its subsequent process of institutionalization. The analysis demonstrates the limitations of interpreting the later appointment of major Anti-Biennale figures to leading positions at the Gwangju Museum of Art and the Gwangju Biennale, or the organization of the second Unification Art Festival with support from the Gwangju Biennale, merely as “rewards from power” or “accommodation to institutional authority.” Such changes need to be understood in relation to the financial and organizational conditions confronting the local art community at the time, the sustained commitment and sacrifice required of participating artists, and the broader historical circumstances in which the social momentum of the Minjung art movement was undergoing transformation after democratization. The Anti-Biennale was a significant art movement independently and autonomously organized by local artists through the convergence of Gwangju’s sense of place, the historical memory of the May 18 Democratic Movement, and the political character of Minjung art. In particular, the participation of numerous artists who set aside their individual artistic practices and activities in pursuit of a shared goal represents an important case in which the values of solidarity and praxis cultivated by Minjung art in the 1980s continued into the mid-1990s. However, because the movement failed to secure a stable financial foundation and organizational structure, its critical momentum could not be sustained. Its subsequent incorporation into the Gwangju Biennale in the form of special exhibitions also weakened its autonomy and potential for further expansion. The Anti-Biennale should therefore be understood as part of a process of structural transformation through which Minjung art sought to redefine its relationship between movement-based practice and institutional structures within the changing social environment following democratization. In particular, at a time in the mid- to late 1990s when the capacity to mobilize artistic movements around shared political and social agendas was gradually weakening, the Anti-Biennale can be regarded as a representative example of collective practice in Korean Minjung art and as a significant historical moment in which its political and aesthetic capacities were brought into concentrated expression.
