Purpose: This study aims to evaluate the effectiveness of the KC certification system in response to increasing lithium-ion battery fires and to propose improvement measures through comparison with UL and CE standards. It also examines public awareness of KC certification and willingness to pay additional safety costs through a survey. Method: A survey was conducted to assess public awareness and willingness to pay. The KC certification (based on IEC 62133-2) was compared with UL 2054 and CE EN 62619. A composite risk reduction model (IECTR 62660-4) was used to quantitatively predict fire risk reduction after applying improvement measures. Results: While 91.9% of respondents trusted KC certification, their understanding was low. KC certification, focused on cell-level testing, showed limitations in addressing complex risks such as thermal runaway propagation, flame exposure, and BMS failure. In contrast, UL and CE conduct comprehensive pack-level safety evaluations. Applying all proposed improvements is expected to reduce fire risk by approximately 55–60%. Respondents were willing to accept an average additional cost of 10.55% for improved safety. Conclusion: KC certification should evolve from simple electrical safety verification into a comprehensive thermal and system-level safety framework. Expanding to UL and CE levels is expected to reduce fire risks while enhancing public trust and industrial competitiveness.
