This study employed a qualitative approach to explore the experiences of practitioners from the consortium organizations participating in the Social Service Provider Diversification Project, a three-year national initiative (2023–2025) led by the Ministry of Health and Welfare and the Central Social Service Agency of Korea. The project aims to diversify social service provision by supporting consortiums of traditional welfare organizations, social economy organizations, and other service organizations so that they can better respond to diverse community care needs. In-depth interviews were conducted with 18 practitioners, and the collected data were analyzed using qualitative content analysis. The findings were organized into four major themes: ‘Initiating the Consortium: a shared commitment to the community’, ‘Consortium Participation: growth through trial and error in collaboration’, ‘Consortium Outcomes: discovering the potential of collaborative care’, and ‘Limitations and Future Challenges: the need for a sustainable operational model’. Within these four major themes, a total of 14 subthemes emerged. Based on these findings, the study recommends establishing a multi-year support system, promoting greater participation by social economy organizations, strengthening the capacity of participating institutions through consortium arrangements, developing institutional mechanisms to ensure sustainability beyond the project period, and building stronger collaborative frameworks with local governments.

본 연구는 2023년부터 3년간 보건복지부와 중앙사회서비스원 주관으로 추진된 ‘사회서비스 공급주체 다변화사업’에 참여한 컨소시엄 기관 종사자들의 사업 참여경험을 심층적으로 탐색하기 위해 수행된 질적연구이다. 이 사업은 전통적 복지기관뿐 아니라 사회적경제 조직 등 다양한 공급주체가 컨소시엄을 구성하여 지역사회의 다변화된 돌봄 수요에 대응하도록 지원하는 것을 목적으로 한다. 이를 위해 컨소시엄 참여기관 종사자 18명을 대상으로 심층 인터뷰를 시행하고, 수집된 자료를 질적 내용분석 방법으로 분석하였다. 분석결과 참여자들의 경험은 ‘컨소시엄의 시작 : 지역을 위한 공동의 도전’, ‘컨소시엄 참여의 과정 : 협업 속시행착오를 통한 성장’, ‘컨소시엄의 의미와 성과 : 함께하는 돌봄의 가능성 발견’, ‘컨소시엄 사업의 한계와 과제 : 지속 가능한 운영모델의 필요’라는 4개의 상위주제와 총 14개의 하위주제로 도출되었다. 본 연구결과를 바탕으로 컨소시엄형 사회서비스 공급모델의 확대를 위한 다년도 지원체계 구축, 사회적경제 조직의 참여 촉진, 컨소시엄을 통한 참여기관 역량강화, 사업 종료 후 지속가능성을 위한 제도적 장치 마련의 필요와 지자체와의 협력체계 구축 등의 제언을 제시하였다.
