The Public Role of Financial Institutions in Building Care Safety Nets in a Super-Aged Society : Focusing on the Provision of Urban Senior Care Infrastructure
This study examines the provision of urban senior care infrastructure by financial institutions and This study examines how financial institutions provide urban senior care infrastructure and the public role they play in strengthening care safety nets in a super-aged society. Methodologically, the study combined a literature review with a comparative case study approach, examining relevant theories and previous studies, laws and institutional frameworks, policy documents, and the recent senior-related business cases of KB Financial Group, Shinhan Financial Group, and Hana Financial Group. These cases were compared across five dimensions: target population, integrated services, service delivery systems, financing and asset management, and urban and spatial functions. The findings indicate that each of the three financial groups has developed a differentiated supply model based on its core capabilities. Specifically, KB Financial Group focuses on facility operation and technology integration; Shinhan Financial Group emphasizes integrated healthcare and lifecare services; and Hana Financial Group combines the direct provision of senior care facilities with its trust and asset management capabilities. These cases suggest that, by mobilizing capital, professional expertise, and financial resources, financial institutions can compensate for the structural limitations of the existing public and private care supply systems. However, financial participation does not in itself constitute a public role. Rather, such a role can be established when private capital and expertise contribute to public values such as accessibility, service quality, continuity of care, and the protection of users’ assets and residential rights. Based on these findings, this study conceptualizes the potential of a private-led public safety net, in which private financial resources and expertise complement public care provision while the public sector maintains responsibility for ensuring publicness and protecting users. Finally, the study suggests the need for institutional improvements in urban care infrastructure, financial and contractual safeguards for users, and policy support for private providers that meet public standards.
