This study examined the impact of presenteeism experienced by social welfare officials on counseling and explored whether ethical conflict plays a mediating role between the two variables. Based on this, the study aimed to present a basic framework for developing human resource management intervention strategies to reduce presenteeism and strengthen counseling ethics. For this study, a survey was conducted on 313 dedicated officials working in Seoul, Incheon, and Gyeonggi-do. Data analysis was performed using the statistical program SPSS 29.0, and AMOS 29.0 was used to identify causal relationships between variables. The results showed that presenteeism has a positive influence on the perceived need for counseling, and that ethical conflict acts as a mediator between presenteeism and counseling while also having a positive influence.

본 연구는 사회복지공무원이 경험하는 프리젠티즘이 상담에 미치는 영향을 살펴보고, 두 변인 간에서 윤리적 갈등이 매개역할을 하는지를 탐구하였다. 이를 토대로 하여 프리젠티즘 감소 및 상담윤리 강화를 위한 인적자원관리적 개입방안을 마련할 수 있는 기본적인 틀을 제시하고자 하였다. 연구를 위해 서울특별시, 인천광역시, 경기도에 근무하는 전담공무원 313명을 대상으로 설문조사를 하였다. 자료분석은 통계프로그램 SPSS 29.0과 변수 간 인과관계를 파악하기 위해 AMOS. 29.0 프로그램을 이용하였다. 연구결과 프리젠티즘은 상담필요성에 긍정적인 영향을 미치는 것으로 나타났으며, 윤리적 갈등은 프리젠티즘과 상담 간 매개역할을 하고, 긍정적인 영향을 미치는 것으로 확인되었다.
