As autonomous vehicles evolve into physical AI systems collecting real-time location, behavioral, and biometric data, security is shifting from restricting physical access toward balancing personal data disclosure with privacy protection—yet no classification framework addresses this shift. This study proposes the AV-PHL model, a four-tier classification of personal data based on functional necessity and privacy risk, and tests its applicability by comparing Waymo, Tesla, and Hyundai-Kia's privacy policies and data practices, and retrospectively analyzing past breach incidents. Results show breaches consistently arose when higher-tier data mixed with lower-tier data or was commercially exploited, confirming the validity of AV-PHL's tier-separation principle. The study concludes that this framework must be integrated with future security and governance mechanisms.
