A Study on Integrated Counter-Drone Operational Measures for 3D Aerial Defense of Critical National Infrastructure : Focusing on Hierarchical Neutralization Models of Soft-Kill and Hard-Kill
The rapid proliferation of low-cost, high-performance drones is increasing asymmetric aerial threats to critical national facilities. Cases such as the battlefield use of commercial drones, repeated airport shutdowns, and airspace intrusions highlight the limitations of conventional ground-oriented, two-dimensional protection systems. This study compares and analyzes the characteristics of soft-kill and hard-kill counter-drone measures through a review of the literature and major domestic and international cases, using four criteria: technical effectiveness, collateral-damage risk, cost-effectiveness, and legal acceptability. Based on the findings, a three-dimensional integrated aerial protection operation model applicable to security and protection sites is proposed. The results indicate that soft-kill options are relatively advantageous in minimizing collateral damage and improving cost efficiency, whereas hard-kill options are superior in ensuring physical interdiction and providing final stopping power. The two approaches are therefore confirmed to be complementary, applied sequentially depending on threat level and protection zones. Accordingly, this study proposes the establishment of three-dimensional aerial protection zones, a layered neutralization model linking threat levels with protection zones, a six-step rules-of-engagement framework based on the “Soft-Kill First, Hard-Kill Last” principle, and legal and institutional improvements including communications and flight regulations and legal liability exemptions. This study contributes by presenting practical decision-making criteria and procedures for determining when, where, and which measures should be applied in the field.
