AI 기반 사회적 고립 완화 정책의 세대별 설계 원리와 공공서비스 거버넌스 연구
Generational Design Principles and Public Service Governance for AI-Based Policies to Alleviate Social Isolation
This study aims to propose generation-specific design principles and a governance model for artificial intelligence (AI)-based public services in response to the growing number of single-person households and the intensification of social isolation and loneliness. To this end, a qualitative literature and case analysis was conducted using domestic and international academic studies on social isolation and loneliness, digital interventions, AI ethics, and public service governance, as well as government statistics, policy documents, and public- and private-sector service cases from Korea and abroad. The cases were selected based on four criteria: their direct relevance to the prevention of social isolation or lonely deaths, the actual use of AI, Internet of Things (IoT), or digital platforms, the existence of public service delivery or public-private collaborative structures, and the comparability of their operational objectives, target populations, technologies, and ethical issues. The selected cases were compared across five dimensions: service objectives, technological characteristics, operating entities and funding structures, privacy protection and AI ethics, and outcomes and limitations. The findings indicate that different age groups require differentiated AI-based public service models. For younger adults, generative AI-based emotional support and community connection models that ensure anonymity and individual autonomy are considered appropriate. For middle-aged adults, integrated risk detection and case management models are needed to address multiple and interconnected vulnerabilities, including economic hardship, housing instability, health problems, and social disconnection. For older adults, complementary models that combine AI-based well-being checks and IoT-based monitoring of daily living signals with face-to-face care and digital inclusion are more suitable. Based on these findings, this study proposes a Multi-level Public-Private-People Partnership (MPP) governance model that integrates the principles of human-centered design, safety-by-design, privacy-by-design, ultimate human accountability, and the management of intensity of use and dependency. Future research should empirically examine the validity and effectiveness of the generation-specific design principles and the MPP governance model proposed in this study.

본 연구는 1인 가구 증가와 사회적 고립・외로움의 심화에 대응하기 위한 인공지능(AI) 기반 공공서비스의 세대별 설계 원리와 거버넌스 모형을 제시하는 데 목적이 있다. 이를 위해 사회적 고립・외로움, 디지털 개입, AI 윤리 및 공공서비스 거버넌스에 관한 국내외 학술연구와 정부 통계・정책자료, 그리고 국내외 공공・민간 서비스 사례를 대상으로 질적문헌・사례 분석을 실시하였다. 분석 대상은 사회적 고립 또는 고독사 예방과의 직접적 관련성, AI・IoT・디지털 플랫폼의 실제 활용 여부, 공공서비스 또는 공공・민간 연계구조의 존재 여부, 운영 목적・대상・기술・윤리 쟁점의 비교 가능성을 기준으로 선정하였다. 사례는 서비스 목적, 기술적 특성, 운영 주체・재원 구조, 개인정보 보호・AI 윤리, 성과와 한계의 다섯 기준에 따라 비교하였다. 분석 결과, 청년층에는 익명성과 자기결정권을 보장하는 생성형 AI 기반 정서지원과 지역사회 연결 모델이, 중장년층에는 경제・주거・건강・관계 단절을 통합적으로 다루는 복합위기 탐지 및 사례관리 모델이, 고령층에는 AI 안부확인과 IoT 생활신호 감지를 대면돌봄 및 디지털 포용과 결합한 보완형 모델이 적합한 것으로 나타났다. 또한 인간 중심 설계, 안전 중심 설계, 프라이버시 중심 설계, 인간의 최종책임, 이용강도・의존 관리 원칙을 결합한 다층적 민관시민협력(Multi-level Public-Private-People Partnership: MPP) 거버넌스 모형을 제안하였다. 향후 연구에서는 본 연구에서 제안한 세대별 AI 기반 공공서비스 설계 원리와 MPP 거버넌스 모형의 타당성과 효과성을 검증하기 위한 실증적 연구가 필요하다.
