Reconfiguration of Governance for Artificial Intelligence Utilization in Industrial Security : Focusing on the Framework Act on Artificial Intelligence and the Industrial Technology Protection Act
This study examines governance gaps and regulatory conflicts arising from the widespread adoption of artificial intelligence(AI) in industrial security environments, including industrial control systems(ICS), the Industrial Internet of Things(IIoT), cloud computing, and zero-trust networks. Focusing on the Framework Act on Artificial Intelligence and the Industrial Technology Protection Act, the study analyzes domestic legal frameworks and compares AI regulation and industrial cybersecurity policies in the United States, China, Japan, and the European Union. The findings show that AI improves security efficiency and predictive capabilities through anomaly detection, intrusion detection, and access control systems, while simultaneously creating new risks related to explainability, human oversight, data legality, technical data transfer, and liability allocation. These issues further intensify governance gaps and overlapping regulatory structures. To address these challenges, the paper proposes a risk-based regulatory framework designating industrial security AI as a high-risk area, stronger legal consistency among related laws, the introduction of industrial security AI certification systems, and the establishment of multilayered governance models combining corporate governance, industry self-regulation, and professional education. The study argues that such governance reconstruction can support both industrial technology protection and balanced AI development while safeguarding national competitiveness and fundamental rights.
