Pastoral care and counseling have played a significant role as central ministries within the long tradition of Christian soul care. However, entering the 20th century, they faced an identity crisis due to the development of psychology. And amidst the pluralism and secularization of modern society, the church and in-church counseling have come to face various challenges. The purpose of this paper is to examine what pastoral care and counseling provided by church counseling centers should be for believers exposed to risks to their spiritual and mental health, in a situation where awareness of the importance and necessity of in-church counseling is gradually increasing among pastors and believers today. Church counseling centers must provide ongoing care and counseling grounded in the nature and mission of the church. The church is understood as the people of God, the body of Christ, the temple of the Holy Spirit, and a community of koinonia. Accordingly, pastoral care and counseling should enable the church to function as a healing community that comforts and cares for God’s people, while helping believers grow into the holy people of God. As members of the body of Christ, believers are called to share one another’s burdens and sufferings, to recognize their organic unity in one body, and to grow toward Christ, who is the head of the body. Church counseling should also contribute to the shared building up of the temple of the Holy Spirit through the process of sanctification and should embody koinonia between God and believers. The ministry of a church community counseling center is multifaceted, encompassing fellowship, education, service, and the proclamation of the Word. Church counseling centers may be classified into four types: first, a center established as a department of the church, operating within the church under its supervision; second, a center that uses church facilities but operates independently; third, a center supported by a church but independently operated at a separate location; and fourth, a type employing professional counselors on a part-time basis to handle counseling ministry while operating the center independently. Several considerations are essential for the effective operation of a church community counseling center. First, in a context where the communal character of the church has been weakened by the individualization of both religion and counseling, the church must recover a genuine sense of community so that truly Christian healing may take place. Second, church counseling should be centered on the ministry of trained laypeople, and its scope should be extended to serve the people of the Kingdom of God. Third, following Jesus’ model of an ideal healing group, counseling should be centered on small groups characterized by active interaction among their members. Finally, this study examines practical principles and strategies for the effective operation of church community counseling centers.

목회 돌봄과 상담은 기독교 영혼 돌봄의 오랜 전통 속에서 그 중심 사역으로서 중요한 역할을 해 왔다. 그러나 20세기에 들어서면서 심리학의 발달로 정체성 위기를 맞기도 하였으며, 현대 사회의 다원화와 세속화 속에서 교회와 교회 내 상담은 위기에 직면하게 되었다. 본 논문의 목적은 오늘날 목회자와 신자들 사이에서 교회 내 상담의 중요성과 필요성에 대한 인식이 높아지고 있는 상황 속에서, 영적정신적 건강의 위험에 노출된 신자들을 위해 교회 상담소에서 제공하는 목회 돌봄과 상담은 어떠해야 하는가를 연구함에 있다. 교회 상담소는 교회의 본질과 사명에 기반하여 지속적으로 돌봄과 상담을 제공해야 한다. 교회의 본질은 하나님의 백성, 그리스도의 몸, 성령의 전, 그리고 코이노니아로서의 공동체이므로, 목회 돌봄과 상담은 하나님의 백성인 신자들을 위로하고 돌보는 치유 공동체의 기능과 하나님의 거룩한 백성으로 변화시키는 상담이 되어야 한다. 또한 그리스도 몸의 지체로서 고난의 짐을 함께 나누는 가운데 한 몸으로 연결된 유기적 관계의 머리 되신 그리스도를 향해 자라나고 성장하는 상담이 되어야 하며, 성화의 과정으로 성령의 전을 함께 지어나가는 상담, 그리고 하나님과 신자 간의 코이노니아로서의 상담이 되어야 한다. 이러한 교회 공동체 상담소의 활동은 교제, 교육, 봉사 그리고 말씀 선포를 모두 포함하는 다면적인 상담 사역을 이루고 있음을 살펴볼 수 있었다. 상담소의 유형으로는 첫째, 교회의 한 부서로서 교회의 지도를 받는 유형, 둘째, 교회 내의 시설을 이용하지만 독자적으로 운영되는 유형, 셋째, 교회의 후원을 받지만 독립된 장소에서 독자적으로 운영하는 유형, 넷째, 전문 상담자를 시간제로 고용하여 상담목회를 담당하면서 상담소는 독자적으로 운영하는 유형으로 살펴볼 수 있었다. 교회 공동체 상담소를 효과적으로 운영하기 위해서는 첫째, 종교와 상담의 개인주의화로 인해 교회의 공동체적 성격이 약화하는 현실 속에서 진정한 기독교적 치유가 일어나기 위해서는 교회와 연결된 공동체성이 회복되어야 한다. 둘째, 평신도 중심의 상담을 시행하고, 그 역할이 하나님 나라 백성까지 확대되도록 해야 한다. 셋째, 예수님의 이상적인 치유 집단 모델을 따라 집단원 간의 활발한 상호작용이 특징인 소그룹 중심의 상담이 이루어져야 한다. 마지막으로 효과적 운영을 위한 실천 가능한 원리와 전략을 살펴보았다.
