This study examines how international academic exchange led by Korea’s general education community was institutionalized and developed into a multilateral network between 2023 and 2025. It draws on the Asian Liberal Education Network (ALEN) agreement, materials from the first three Asian Liberal Education Conferences (ALEC), presentation and discussion records from Libeducol 1~9, related publications, and written interviews with fourteen participants and contributors from Korea, Japan, and Taiwan. The 2023 ALEN agreement transformed cooperation based largely on personal trust and individual events into shared rules among academic associations and institutionalized the annual rotation of ALEC among Korea, Japan, and Taiwan. The first ALEC focused on academic associations for liberal/general education and the promotion of international academic exchange, while the second and third conferences expanded the shared agenda to the socio-economic role of general education and human-centered education in the age of AI. Libeducol, institutionally separate from ALEN/ALEC but linked through participating organizations, scholars, and multilingual practices, served as a regular multilingual forum addressing more specific issues. The knowledge generated through these exchanges was further circulated through journal publications, books, and comparative research. The case demonstrates a form of “soft institutionalization” based on shared rules, recurring programs, rotating responsibilities, multilingual access, and knowledge accumulation without a permanent international organization. Its sustainability, however, remains constrained by the absence of a standing secretariat and independent funding, organizational asymmetries, dependence on a small number of organizers, leadership turnover, limited participation among association members, and limited regional representation. The findings suggest that sustaining this model requires broader participation, stronger shared decision-making, and further institutionalization of the administrative, financial, and knowledgesharing arrangements that support international academic exchange.

본고는 2023~2025년 한국 교양교육계가 주도한 국제학술교류가 한국ㆍ일본ㆍ 대만 학회 간 다자적 네트워크와 정례 프로그램으로 제도화ㆍ다자화된 과정을 재구성하고, 그 성과와 한계를 분석하였다. 주요 자료는 아시아 교양교육 네트워크(ALEN) 협정서, 아시아 교양교육 컨퍼런스(ALEC) 1~3회와 Libeducol 1~9회의프로그램ㆍ발표ㆍ토론 자료와 후속 출판물, 대만 교육부 지원 출판물, 그리고 세나라 관계자 14인의 서면 인터뷰다. 문헌 분석과 역사적 재구성을 통해 협정과 거버넌스, 순환 개최, 프로그램의 다변화, 다언어 접근성, 지식의 출판과 재유통을 검토하였다. 분석 결과, 2023년 ALEN 협정은 인적 신뢰와 행사 중심의 교류를 학회 간 규칙으로 전환하고 ALEC의 한국-일본-대만 연례 순환 개최를 제도화하였다. ALEC은 제1회에서 아시아 교양교육 학회의 탐구와 국제학술교류의 활성화를 중심 의제로 삼은 뒤, 제2ㆍ3회에서 사회경제적 과제와 AI 시대의 인간중심 교육으로 공동의제를 확장하였다. ALEN/ALEC과 제도적으로는 별개의 사업인 Libeducol은 참여기관과 연구자, 다언어 운영 경험을 공유하면서 연례대회 사이에서 구체적 쟁점을 다루는 정기 다언어 공론장으로 기능하였다. 이 과정에서 축적된 지식은 학술지ㆍ단행본ㆍ국제비교 공동연구 등 다양한 경로를 통해 재유통되었다. 이러한 사례는 상설 국제기구 없이도 공동 규칙, 정례적 운영, 역할의 순환, 다언어 접근과 지식 축적을 결합한 ‘연성 제도화’가 가능함을 보여준다. 그러나 상설사무국과 독립 재정의 부재, 조직 간 비대칭, 소수 실무자와 기획자에 대한 과도한의존, 잦은 담당자 교체와 인수인계의 취약성, 학회 회원 전반의 제한된 참여, 제한된 지역 대표성은 이러한 국제교류의 지속가능성을 제약하는 요인으로 남아 있다. 따라서 이 국제학술교류가 지속가능한 공동의 학술 활동으로 계속 발전하기 위해서는 공동 의사결정과 참여의 폭을 넓히고, 이를 뒷받침하는 재정ㆍ행정ㆍ지식관리의 제도적 기반을 강화할 필요가 있다.
