This study aims to examine the adequacy of the current standards for security guards’ portable equipment following the introduction of Traffic Congestion and Traffic Guidance Security Services under the Security Services Act and to propose institutional improvement measures that reflect the occupational characteristics and risk factors of this newly established security service. Traffic Congestion and Traffic Guidance Security Services are intended to prevent traffic accidents and congestion-related hazards at road construction sites, locations where vehicles and pedestrians are exposed to potential traffic risks, and event venues occupying roadways. Compared with conventional security services, this type of security work differs significantly in terms of its objectives, working environment, and risk factors. In particular, because security guards perform their duties in close proximity to moving vehicles, portable equipment that enhances visibility, facilitates traffic guidance, and prevents vehicle collisions is essential. This study employed a literature review and comparative legal analysis. Domestic legal sources included the Security Services Act and its Enforcement Decree and Enforcement Rule, as well as relevant occupational safety and road traffic regulations. For international comparison, this study analyzed the Manual on Uniform Traffic Control Devices (MUTCD) of the U.S. Federal Highway Administration, Japan’s Security Services Act and its traffic guidance security certification system, the United Kingdom’s Traffic Signs Manual, Chapter 8, and Australia’s Guide to Temporary Traffic Management. The findings indicate that the current Appendix 5 of the Enforcement Rule of the Security Services Act, which specifies portable equipment such as whistles, batons, pepper spray, riot shields, portable radios, safety helmets, and stab-resistant vests, is insufficient to address the primary risk factors associated with Traffic Congestion and Traffic Guidance Security Services, particularly vehicle collisions and the need for enhanced visibility. Furthermore, the application of identical portable equipment standards to all categories of security services fails to reflect differences in occupational risks and functional characteristics and lacks consistency with occupational safety and traffic safety regulations. In contrast, the countries examined in this study manage high-visibility clothing, standardized traffic guidance devices, and communication equipment in conjunction with training, certification, and operational standards. Based on these findings, this study proposes that the current portable equipment standards should be expanded from a protection-oriented framework to a job risk-based framework. Specifically, high-visibility safety clothing and LED traffic batons should be designated as mandatory equipment for Traffic Congestion and Traffic Guidance Security Services, while STOP/SLOW paddles, portable warning lights, and vehicle approach warning devices should be introduced as supplementary equipment according to operational conditions. This study is academically and practically significant in that it analyzes the consistency of portable equipment standards following the institutionalization of Traffic Congestion and Traffic Guidance Security Services and presents concrete directions for revising the Enforcement Rule of the Security Services Act.
