Conflict Transformation in Transmission Line Siting during the Energy Transition: A Case Study of Transmission Line Projects Centered on the Sinjeongeup Substation
This study aims to reconstruct the development of the conflict surrounding the transmission lines connected to the Sinjeongeup Substation and to analyze how the policy context, participating actors, key issues, relationships among the parties, and response strategies changed throughout the conflict. Conflict transformation theory was employed as the primary analytical framework, while the substantive dimensions of the conflict were interpreted from the perspectives of procedural, distributional, and recognition justice. A qualitative single-case study was conducted using policy and project documents from the government and Korea Electric Power Corporation, materials from local governments and councils, statements and press releases issued by opposition committees and civil society organizations, news reports, and in-depth interviews with five key stakeholders. The findings show that, during the formation and latent phase, the transmission grid project was promoted in response to the expansion of renewable energy and increasing industrial electricity demand in the Seoul metropolitan area. However, asymmetries in information and decision-making authority emerged between the central government and KEPCO and local communities. During the manifestation phase, the representativeness of the siting committee, the adequacy of information provision, the effectiveness of public briefings, and the reflection of residents’ opinions became major issues. As local opposition expanded across Jeonbuk and nationwide and local governments and councils became involved, the conflict developed from a siting dispute between KEPCO and local residents into a multilayered conflict between national energy and industrial policies and local communities. The key issues also expanded from electromagnetic fields, property rights, and compensation to the unequal distribution of the benefits and burdens of electricity transmission, regional decline, and energy sovereignty. Although the conflict has not reached the stage of serious physical confrontation, it currently shows signs of escalation and deadlock, with repeated disruptions of public briefings and siting committee meetings and increasing political mobilization. These findings indicate that legal compliance alone is insufficient to secure community acceptance and policy legitimacy in transmission grid conflicts. Constructive conflict transformation requires strengthened information disclosure and feedback, recognition of residents and local governments as substantive negotiating parties, and institutional arrangements through which local communities can continuously share the benefits of transmission infrastructure beyond individual compensation.
