Society 5.0 시대 일본 인문사회과학 DX 정책의 전개 ― 과학기술・이노베이션 기본법과 융합지식(総合知)을 중심으로 ―
The Development of Japan’s Digital Transformation Policy for the Humanities and Social Sciences in the Society 5.0 Era ─ Focusing on the Science, Technology and Innovation Basic Act and the Convergence of Knowledge(Sōgōchi) ─
This study examines the revision of Japan’s Science, Technology and Innovation Basic Act and the development of digital transformation (DX) policy for the humanities and social sciences in the Society 5.0 era. It also explores the policy significance of the “Convergence of Knowledge” (Sōgōchi) emphasized in relevant laws and policies, as well as the changing role of the humanities and social sciences. In 2020, Japan revised the Science and Technology Basic Act as the Science, Technology and Innovation Basic Act, which came into effect in 2021. This revision marked a transition from a science and technology policy centered on technological development to an innovation policy emphasizing the resolution of social problems and the creation of social value. In particular, the inclusion of the humanities and social sciences as a major component of national science, technology and innovation policy established an institutional foundation for realizing the human-centered society envisioned by Society 5.0. The “Convergence of Knowledge” refers to a concept that combines knowledge from the humanities and social sciences with knowledge from the natural sciences to promote a comprehensive understanding of human beings and society and contribute to problem-solving. Against this policy background, the Research and Development Initiative for Promoting Digital Transformation in the Humanities and Social Sciences has sought to innovate research methods in these fields through the development of research data and digital archives and the use of artificial intelligence. Japan’s experience demonstrates the need for interdisciplinary collaboration in research and development in the age of digital transformation. It also suggests that Korea should establish interdisciplinary research systems and improve research environments in response to the AI and DX era.

본 연구는 Society 5.0 시대 일본의 「과학기술・이노베이션 기본법」 개정과 인문사회과학 DX 정책의 전개 과정을 분석하고, 관련 법과 정책에서 강조된 ‘융합지식(総合知)’의 정책적 의미와 인문사회과학의 역할을 고찰하였다. 일본은 2020년 「과학기술기본법」을 「과학기술・이노베이션 기본법」으로 개정하고 2021년부터 시행하여, 기술개발 중심의 과학기술정책을 사회문제 해결과 사회적 가치 창출을 중시하는 혁신정책으로 전환하였다. 특히 인문사회과학을 국가 과학기술・이노베이션 정책의 주요 영역에 포함함으로써 Society 5.0이 지향하는 인간 중심 사회를 실현하기 위한 제도적 기반을 마련하였다. ‘융합지식(総合知)’은 인문・사회과학의 지식과 자연과학의 지식을 융합하여 인간과 사회를 종합적으로 이해하고 문제 해결에 기여하려는 개념이다. 이러한 정책 흐름 속에서 추진된 「인문학・사회과학의 DX화를 위한 연구개발 추진사업(人文学・社会科学のDX化に向けた研究開発推進事業)」은 연구데이터・디지털 아카이브 구축과 AI 활용을 통해 인문사회과학 연구방법의 혁신을 도모하였다. 일본 사례는 디지털 전환 시대의 연구개발에 다양한 학문 간 협력이 필요함을 보여주며, 한국에도 AI・DX 시대에 대응하는 융합연구 체계 구축과 연구환경 개선이 필요함을 시사한다.
