A Comparative Analysis of Research Trends on Multicultural Acceptance and Multicultural Competence in South Korea and Japan
This study compares policy and research trends related to multicultural acceptance and competence in South Korea and Japan since the 2000s, examining how both countries have conceptualized and measured the perceptions and capabilities required of members in multicultural societies. Korea shifted from an initial focus on adaptation and assimilation to emphasizing mutual respect, communication, and coexistence. Conversely, while Japan earlier promoted “multicultural coexistence” highlighting equal relationships, its actual policies and scale development reflected assimilationist views expecting foreigners to adapt to Japanese norms. However, recent studies in both nations increasingly emphasize interaction and mutual transformation between majorities and immigrants. These findings reveal gaps between policy discourse and measured attitudes, suggesting the need for an “East Asian Social Integration Model” that incorporates equal relationships, mutual transformation, conflict management, and community capacity.

본 연구는 2000년 이후 한국과 일본의 다문화 수용성 및 다문화 역량 관련 정책과 연구 동향을 비교하여, 양국이 다문화 사회 구성원에게 요구되는 인식・태도・능력을 어떻게 개념화하고 측정해 왔는지를 고찰하였다. 이를 위해 한국의 다문화가족 지원정책과 다문화 수용성・다문화 역량 연구, 일본의 다문화 공생 정책과 이문화수용태도・다문화 간 역량 연구를 중심으로 정책 문서와 주요 선행연구를 비교・분석하였다. 분석 결과, 한국은 초기에는 결혼이민자와 자녀의 적응과 동화를 강조했으나 점차 상호 존중, 관계 형성, 소통, 협력과 공존을 중시하는 방향으로 변화하였다. 일본은 한국보다 앞서 ‘다문화 공생’을 제시하고 대등한 관계를 강조했지만, 실제 정책과 척도에서는 외국인의 일본 사회 적응과 기여를 요구하는 동화주의적 성격이 확인되었다. 최근 한일 양국의 연구는 이주민의 일방적 적응을 넘어 선주민과 이주민의 상호 변화에 주목하고 있다. 이러한 결과는 정책 담론과 실제 측정되는 태도 및 역량 사이에 국가별 간극이 있음을 보여주며, 향후 대등한 관계, 상호 변화, 갈등 관리와 공동체 형성을 포함하는 동아시아형 사회통합 모델이 필요함을 시사한다.
