베트남 중(中)・월(越) 과계민족의 시공간적 전개 양상과 당면 과제
Spatio-temporal Evolutionary Patterns and Current Challenges of the Sino-Vietnamese Cross-Border Ethnic Groups in Vietnam
There are a total of 54 ethnic groups in Vietnam, among which 26 are Sino-Vietnamese cross-border ethnic groups. The population of these interrelated ethnic groups accounts for only about 5.55% of Vietnam's total population. Furthermore, most of them reside in mountainous areas along the northern Sino-Vietnamese border, forming villages and engaging in subsistence agriculture, which leaves them economically severely underdeveloped. They also appear to be somewhat marginalized in fields such as politics, administration, and education as citizens living in remote, isolated regions. However, because Vietnam's China–Vietnam cross-border ethnic groups inhabit a unique socio-spatial setting where historically established transboundary living spaces intersect with the institutional boundaries of the modern nation-state, the issues concerning these communities cannot be dismissed simply as matters of border-region development or ethnic minority policy. Rather, they constitute a complex and multifaceted set of challenges involving economic development, social integration, cultural preservation, national security, environmental governance, and international cooperation. In particular, of Vietnam's 14 principal China–Vietnam cross-border ethnic groups, 12 originated through historical migration from China to Vietnam, while the remaining two originated in Vietnam but later migrated to China, where they have established concentrated ethnic settlements. This demographic reality carries significant implications for Vietnam's political, economic, social, cultural, and national security interests. The reason is that these China–Vietnam cross-border ethnic groups in Vietnam are inherently susceptible to cultural assimilation into, or absorption by, their ethnically related communities in China, whose populations enjoy overwhelming advantages in terms of demographic size, economic strength, cultural influence, and overall socio-economic development. Therefore, in addressing issues concerning its China–Vietnam cross-border ethnic groups, Vietnam needs to establish an integrated framework of border governance that encompasses not only the maintenance of stability along the China–Vietnam border but also economic cooperation for shared prosperity with China, cultural exchanges, environmental conservation, educational collaboration, and joint responses to transnational crime. Such an approach is expected to provide an important foundation for promoting sustainable development through the medium of cross-border ethnic groups and, furthermore, for contributing to peace and stability in the border regions of East Asia. Moreover, at a time when China's political and economic influence in the international community continues to expand, a fundamental transformation of the Vietnamese government's outdated policies toward the China–Vietnam cross-border ethnic groups appears to be inevitable. This transformation should move beyond the existing control- and management-oriented approach, in which these groups are regarded primarily as objects of state protection and assistance. Instead, it should adopt an openness- and autonomy-oriented policy that empowers China–Vietnam cross-border ethnic groups to engage in exchanges and cooperation with their ethnically related communities in China on the basis of their ethnic identity, while strengthening their sense of national identity and enabling them to overcome poverty and achieve economic self-reliance through their own initiative. In other words, Vietnam requires a policy that strikes an appropriate balance between safeguarding its territorial sovereignty and protecting the economic, social, and cultural rights of its China–Vietnam cross-border ethnic groups.

베트남에는 총 54개 민족이 있으며, 그중에서 중・월 과계민족은 26개이다. 이들 과계민족의 인구는 베트남 전체 인구의 약 5.55%에 불과하며, 대부분은 베트남의 북부 중・월 국경 주변 산악 지역에서 촌락을 형성해 생계형 농업에 종사하는 등 경제적으로 매우 낙후돼 있다. 또한 정치, 행정, 교육 등에 있어서도 변방 오지의 국민으로서 다소 소외돼 있다. 그러나 베트남의 중・월 과계민족은 중국과 베트남 양국 국경을 사이에 두고 형성된 역사적 생활권과 현대 국민국가의 제도적 경계가 교차하는 공간에서 살아가기 때문에 이들의 문제는 국경 지역의 개발 문제나 소수민족 정책의 차원을 넘어, 경제 발전, 사회통합, 문화 보존, 국가안보, 환경 관리, 국제 협력 등이 상호 연계된 복합적 문제로 경시할 수 없다. 특히, 베트남의 총 26개 중・월 과계민족 가운데 중국에서 이주해 온 민족이 무려 24개이고, 나머지 2개 민족 또한 베트남에서 중국으로 이주한 민족으로서 중국에 집성촌을 형성하고 있는 현실은 베트남의 정치, 경제, 사회, 문화, 안보 등 전반에 상당한 함의를 갖게 한다. 왜냐하면 이들 베트남의 중・월 과계민족은 인구, 경제, 문화 등 거의 모든 면에서 월등히 우월한 위치에 있는 중국 내 동일한 기원 집단에 동화, 흡수될 가능성을 항시 내재하기 때문이다. 따라서 베트남은 중・월 과계민족 문제를 다룸에 있어서 중・월 국경 지역의 안정은 물론, 중국과의 공동 번영을 위한 경제협력, 문화 교류, 환경보전, 교육 협력, 초국경 범죄 대응 등을 포괄하는 통합적 국경 거버넌스를 구축해 나갈 필요가 있다. 이러한 접근은 양국이 과계민족을 매개로 향후, 지속 가능한 발전과 나아가서 동아시아 국경 지역의 평화, 안정 등에 기여하는 데 중요한 기반이 될 것으로 기대된다. 더욱이 국제사회에서 중국의 정치, 경제적 영향이 지속적으로 증대하고 있는 현시점에서 베트남 정부의 중・월 과계민족 관련 정책의 일대 대전환은 불가피한 것으로 보인다. 이는 기존의 중・월 과계민족을 보호, 지원하는 통제, 관리 중심의 정책에서 중・월 과계민족이 국민적 정체성을 바탕으로, 민족적 정체성을 통해 중국 내 동일한 기원 집단과 교류, 협력하면서 스스로 빈곤 탈출과 경제적 자립을 이룰 수 있도록 자율성을 최대한 부여하는 개방, 자율 중심의 정책으로 전환이어야 한다. 즉, 베트남의 영토 주권 수호와 중・월 과계민족의 경제적, 사회적 그리고 문화적 권리 등이 조화를 이루는 정책이어야 한다.
