A Study on Information Asymmetry and the Establishment of Safety Nets for Youth Overseas Expansion - Focusing on the Necessity of a Shif toward Care-oriented Policies -
This study examines information asymmetry, risk perceptions, and policy needs among young people in Busan, a major non-metropolitan city characterized by high demand for overseas employment and persistent labor-market pressures associated with wage disparities with the capital region. Drawing on Akerlof’s theory of information asymmetry and the concept of adverse selection, a survey of 121 young people in Busan was conducted to assess policy awareness, information acquisition channels and reliability, perceptions of international crime risks, and demand for policy support. The results show that only 14.0% of respondents were clearly aware of government support policies for overseas expansion, while 5.0% had actually used such programs. Informal channels, including YouTube, other social media, and personal networks, accounted for a substantial share of information acquisition. The coexistence of relatively low information reliability and high reliance on informal sources suggests the possibility of structural adverse selection arising from information asymmetry in the overseas employment process. In addition, 83.5% of respondents reported awareness of risks such as fraud and international crime, while strong demand was identified for reliable information, post-departure monitoring, legal consultation, and emergency contact systems. Notably, 96.7% indicated that a reliable integrated information platform was “necessary” or “very necessary,” and no statistically significant difference was found across economic activity status groups. This suggests that demand for credible overseas employment information is broadly shared among young people rather than concentrated in a specific group. Based on these findings, this study proposes a shift from performance-oriented sending policies toward a care-oriented framework in which local governments play a more active role in information verification and post-departure protection. Specific measures include a trusted information platform, a safe-employer certification scheme, a life-cycle safety monitoring system, an emergency response network linked to overseas diplomatic missions and regional networks, and a matching fund to support regional return. Given the relatively small sample size and limited subgroup cases, the findings should be interpreted as exploratory evidence rather than generalized to the entire youth population.
