The purpose of this study was to explore the counseling experiences of public officials who had experienced malicious civil complaints and to examine how the meanings of these experiences were understood and transformed through the counseling process. To this end, in-depth interviews were conducted with seven incumbent public officials who had experienced malicious civil complaints and received individual counseling. The collected data were analyzed using van Manen’s hermeneutic phenomenological method. The analysis identified five essential themes and twenty subthemes centered on the lifeworld existentials of relationality, corporeality, temporality, spatiality, and materiality. The five essential themes were: “From enduring alone to being able to exist with others,” “The body remembers threats and recognizes recovery first,” “The present became a time of reliving long-held emotions,” “Emotions could finally dwell within a safe counseling space,” and “Living as a public official without losing oneself.” For the participants, malicious civil complaints emerged not merely as work-related incidents but as traumatic experiences affecting their bodies, emotions, relationships, and daily lives. Through counseling, participants began to understand their physical and emotional responses in connection with their experiences. Some participants recognized similarities between the emotions they experienced in current complaint situations and those they had experienced in past relationships, gradually distinguishing between the present and the past. They also moved from self-blame toward self-understanding and came to view themselves and their roles as public officials in new ways by distinguishing complainants’ demands from their own responsibilities and limitations. These counseling experiences emerged as a process of developing a new understanding of and integrating the self and life that had been disrupted by malicious civil complaints. The findings suggest that counseling for public officials who have experienced malicious civil complaints should extend beyond work adjustment or symptom relief to support a broader understanding and integration of their lives. This study is significant in providing foundational knowledge for counseling interventions and the development of psychological support systems for public officials who have experienced malicious civil complaints. Based on these findings, the limitations of this study and implications for future research are discussed.

본 연구는 악성민원을 경험한 공무원의 상담 경험을 탐색하고, 상담 과정에서 악성민원 경험의 의미가 어떻게 이해되고 변화하는지를 밝히고자 하였다. 이를 위해 악성민원을 경험하고 개인상담을 받은 현직 공무원 7명을 대상으로 심층면담을 실시하였으며, 수집된 자료는 van Manen의 해석학적 현상학 연구방법으로 분석하였다. 분석 결과, 생활세계의 실존체인 관계성, 신체성, 시간성, 공간성, 물질성을 중심으로 5개의 본질적 주제와 20개의 하위주제가 도출되었다. 본질적 주제는 ‘혼자 견디던 존재가 함께 존재할 수 있게 됨’, ‘몸은 위협을 기억하고 회복을 먼저 알아차림’, ‘현재는 오래된 감정을 다시 살아가는 시간이었음’, ‘안전한 상담공간에서 비로소 감정이 머물 수 있게 됨’, ‘자신을 잃지 않은 채 공무원으로 살아가게 됨’으로 의미화되었다. 참여자들에게 악성민원은 단순한 직무상의 사건이 아니라 신체와 정서, 관계와 일상에 영향을 미치는 외상 경험으로 드러났다. 상담 과정에서 참여자들은 신체적･정서적 반응을 자신의 경험과 연결하여 바라보고, 일부 참여자들은 현재의 민원 상황에서 느끼는 감정과 과거의 관계 경험에서 느꼈던 감정의 유사성을 알아차리면서 현재와 과거를 구분해 나갔다. 또한 자기비난에서 자기이해로 나아가고, 민원인의 요구와 자신의 책임 및 한계를 구분하면서 공무원이라는 역할과 자기 자신을 새롭게 바라보게 되었다. 이러한 상담 경험은 악성민원으로 인해 흔들린 자신과 삶을 새롭게 이해하고 통합해 가는 과정으로 나타났다. 본 연구는 악성민원을 경험한 공무원을 위한 상담이 직무 적응이나 증상 완화를 넘어 삶 전체에 대한 이해와 통합을 지원하는 방향으로 이루어질 필요가 있음을 시사한다. 또한 악성민원을 경험한 공무원을 위한 상담적 개입과 심리지원 체계 구축의 기초자료를 제공하였다는 점에서 의의가 있다. 이를 바탕으로 본 연구의 제한점과 후속연구를 위한 함의를 논의하였다.
