This study analyzed changes in the discourse and developmental trajectory of disaster and safety volunteerism by examining 112,502 unstructured text data collected from major online platforms in South Korea between 2021 and 2025. The analysis employed word frequency analysis, TF-IDF analysis, LDA topic modeling, time-series analysis, semantic network analysis, and content analysis. The findings indicate that research on disaster and safety volunteerism has expanded beyond the traditional focus on disaster response to encompass citizen participation, social capital, community resilience, and digital volunteerism. Word frequency and TF-IDF analyses revealed that disaster response and citizen participation remained consistently prominent themes throughout the study period. In particular, the substantial increase in the discourse on community resilience in 2025 suggests a shift in the focus of disaster management from immediate response toward resilience-oriented approaches. The results of LDA topic modeling and time-series analysis demonstrate a progressive evolution in research themes. In 2021, the discourse was primarily centered on disaster response, followed by a transition toward citizen participation and community recovery in 2022 and social capital accumulation in 2023. In 2024, community resilience emerged as a central theme, while in 2025, the research agenda expanded toward the development of digitally enabled resilience systems. In addition, the COVID-19 pandemic contributed to the expansion of non-face-to-face volunteer activities and online information sharing, while subsequent concerns over climate change and complex disasters further broadened the scope of disaster and safety volunteerism. Semantic network and content analyses further demonstrated that disaster and safety volunteerism has evolved into a multi-centered discourse structure connecting community resilience and digital governance through citizen participation and social capital formation. This finding suggests that volunteerism has moved beyond the provision of emergency assistance and has become a core component of collaborative disaster management that connects citizens, local communities, public institutions, and private-sector organizations. Accordingly, future disaster management policies should adopt an integrated framework encompassing prevention, response, recovery, and adaptation, while strengthening digital volunteer management systems and collaborative governance mechanisms. This study contributes to the literature by empirically identifying the changing discourse and developmental trajectory of disaster and safety volunteerism through big-data-based text analysis. It also provides academic and policy foundations for developing sustainable disaster management policies and digitally enabled volunteer management systems.

본 연구는 2021년부터 2025년까지 국내 주요 온라인 플랫폼에서 생산된 재난･안전 자원봉사 관련 비정형 텍스트 112,502건을 대상으로 담론의 변화와 발전 경로를 분석하였다. 분석에는 단어빈도분석, TF-IDF, LDA 토픽모델링, 시계열분석, 의미연결망 분석 및 내용분석을 활용하였다. 분석 결과, 재난･안전 자원봉사 연구는 재난대응 중심의 전통적 영역에서 시민참여, 사회자본, 지역사회 회복력 및 디지털 자원봉사로 연구범위를 확대하였다. 단어빈도와 TF-IDF 분석에서는 재난대응과 시민참여가 지속적으로 높은 관심을 유지하는 핵심 주제로 나타났으며, 특히 지역사회 회복력은 2025년에 크게 증가하여 재난관리의 관심이 대응에서 회복력 중심으로 이동하고 있음을 보여주었다. LDA 토픽모델링과 시계열분석에서는 2021년 재난대응 중심에서 2022년 시민참여 및 공동체 회복, 2023년 사회자본 축적 단계로 변화하였다. 이어 2024년에는 지역사회 회복력이 핵심 주제로 부상하였으며, 2025년에는 디지털 기반 회복력 체계 구축으로 연구가 확장되었다. 또한 코로나19 대응을 계기로 비대면 자원봉사와 온라인 정보공유가 확대되고, 이후 기후위기와 복합재난 대응에 대한 관심이 증가하였다. 의미연결망 및 내용분석 결과, 재난･안전 자원봉사는 시민참여와 사회자본 형성을 기반으로 지역사회 회복력과 디지털 거버넌스를 연결하는 다중 중심적 담론구조로 발전하였다. 이는 자원봉사가 단순한 긴급지원 활동을 넘어 시민, 지역사회, 공공기관 및 민간부문을 연결하는 협력적 재난관리의 핵심 요소로 변화하고 있음을 의미하였다. 따라서 향후 재난관리 정책은 예방･대응･회복･적응을 포괄하는 통합적 체계로 전환하고, 디지털 기반 자원봉사 운영체계와 협력적 거버넌스를 강화할 필요가 있었다. 본 연구는 빅데이터 기반 텍스트 분석을 통해 재난･안전 자원봉사 담론의 변화와 발전 경로를 실증적으로 제시하였고, 지속가능한 재난관리 정책과 자원봉사 운영체계 구축을 위한 학술적･정책적 기초자료를 제공하였다는 점에서 의의가 있었다.
